FORMER RICHMONDITE FORMS NEW COMPANY TO MARKET CASINGS Notice was received in this city Saturday night that a charter has been issued to the Monarch Casing Supply company of Indiana and that the Indiana security commission has approved plan of organization Considerable local interest attaches to this announcement because of the iact that the founder of the company, J. McKenzie Monarch is a former Richmond boy. who has been in the
casing business for himself for the f
last two years in the Breckenridge oil fields of Texas and who served in the navy during the war, was cited by Secretary Daniels for his part in the rescue of the crew of a sub-chaser in which he was shipwrecked. Mr .Monarch said Monday, 'That It is not an oil company, but a merchandising company to sell and trade casing to independent producers in the Breckenridge oil field. This same service has been carried on bv individ
uals for sometime, but I believe it is !
the first time the same service has been rendered by a company . Strictly speaking it is a service company. The plan on which the company operates
is that of furnishing casing to indi-1
viduals or companies drilling oil wells, in return for an interest in the well. Attorneys Advise. Mr. Monarch sair further, "that in the organization of the company I have taken every precaution to eliminate as far as possible the chance of loss. The plan he said was prepared by the best attorneys in Chicago and Indianapolis and has been passed and approved by some of the largest finanMil interests in Chicago. He said further that this is not a promotion company and no stock is given away and none will be sold below par . Fred Sims, former head of the state tax board, will act as counsel for the company. Photographs collated by Mr. Monarch during his stay in Texas, showing tome of the "gusherd" in the Breckin ridge district are on display in the show windows of the Lichtenfels clothing store and the Wilson Cleaning company on Main street. WASHINGTON, April 11 A general sales tax was advocated In a statement by Senator Smoot of Utah, a Republican memuer of the senate finance committee, who announced formally he would introduce a bill to that end in the senate Tuesday, the second day of the extraordinary sea-

congress, called by President Harding a few weeks ago.
The congressional program tomorrow i3 expected to be limited to the usual opening formalities, including the adoption of resolutions providing for a joint session on Tuesday to hear the president's address and to organization work. Committees of leaders also will be appointed tomorrow to notify the president of the assembling
