This increased the excitement and there were many fights in the crowd and the polica were forced to intervene, making many arrsts. After the meeting had broken up a crowd headed by two autos marched toward the Diet building which was surrounded by two cordons of police with hundreds of reserves in nearby streets and parks. The correspondent of The Associated Press sought to traverse this district but was politely requested to take another street. Having arrived in the vicinity of the Diet building the crowd was harangued by leaders who spoke from automobiles. The throng was urged to break through the police cordons, and roaring cheers burst from the crowd, which surged forward, but police reserves were hurried up, and the manifestants were forced to retire. Their leaders were arrested, while newspaper photographers, perched on monuments and in trees took pictures of the scene. In the meantime there was greatest excitment within the diet. The peers unanimously adopted a resolution proposed by the Ren Nakashoji, declaring the discipline of the empire dinintegrating the minds of the people in a state of unreBt. The nation's prestige abroad impaired and general conditions deplorable. The resolution asserted it was desirable to speedily rectify prevailing evils. Amidst turbulent scenes the house of representatives discussed a resolution sponsored by the Kensei Kai par
ty censuring the government for the scandal regarding the South Manchurian railway. It was the prevailing
opinion here today that the ministry is confronted with a serious crisis.
Postoffice Claims Honors in Economy (By Associated Press) WASHINGTON, March 19. The post office department is claiming first honors in the matter of governmental economy. Finding itself with a huge stock of the old purple threecent envelopes sold to the public during the war, the department sent them back to the printer, had the penalty warning imprinted across the stamp, and now is using them for official correspondence. Even the envelopes upon which were printed the return address for 'various banks and other business establishments have been treated in the same manner.

NEW FACTOR IN LIFE OF "BARBARY COAST"
ROTTERDAM, Marct T9. The growth of the American merchant marine has brought a new factor, the
white-collared, "snappily" dressed, debonair American .sailor, to the Schiedarasche dyke, Rotterdam's "Barbary Coast." While the French, Dutch, English and others who patronize these resorts usually are dressed in colored flannel shirts, rough suits and unpolished shoes, most of the Americans, as soon as they get shore leave, don suits smacking more of the college boy than the sailor, white stilt collars, belted overcoats, fashionable shoes and the characteristically American soft felt hat. Americans are Leaders. American diplomatic and consular authorities in Holland are very much interested in efforts to provide some substitute for "the dyke." Dance hall, saloon, dance hall, saloon, alternate in almost unbroken monotony for several blocks on Schiedamsche dye. In all of them, the chief spenders appear to be American seamen, whose pay is larger than other seamen receive. The officials who are seeking some sort of a substitute for the dyke's attractions say that most of the sailors would go elsewhere if they had a chance. "But it must not be a namby-pamby resort," one official said. "Jack wants music and dancing and beer, as well
as reading material and a place to loaf, when he gets ashore." It was on the Schiedamsche dyke that a number of American seamen were robbed of their identity cards by Bolshevik agents who used them to get into America.

One of the men was shot and wounded as he fled. He was recaptured and the police are looking for the other man. CHILLICOTHE Skidding on a turn, a 10 ton city fire truck Friday plunged L'ft feet intoa ravine, burying Captain Goodman and driver McDonald of the fire department in the wreckage. The men were not injured seriously. Three other firemen leaped to safety. The truck had to be lifted out with a derrick. KRAFT, FLOUR MILLER RETIRES AFTER 46 YEARS OF SERVICE '' (By Associated Press) MINNEAPOLIS, Minn., March 19. Ranking as the champion flour maker of the world. John Kraft, who retired March first, after continuous service for 46 years, holds the unique record of making, enough flour to feed the entire population of the United States and its possessions for a period of one year. Because of impaired vision, Mr. Kraft, who is 69 years old, terminated
his connection with a local flour company after establishing a record which milling engineers believe will stand for many years. Engineers at the plant estimate that duing his 46 years of active service Mr. Kraft made 138,000,000 barrels of flour. According to the veteran miller, an average normal person consumes about one barrel of flour a year or its equivalent. Mr. Kraft's output therefore could feed the population of the entire United States and its posses
sions which is approximately 115,000.000 and at the end of one year have a large surplus. Supervisor of Three Mills. Mr. Kraft has been a head miller for 38 years and during this time has had three mills under his supervision. Born in Schlotzau. Germany, January 12, 1852, he came to this country when 20 years of aee.. It was not until he had resided here three years that he obtained employment in the mills. Beginning at the bottom as a sweeper, he gradually worked his way up
through the various stages of smutter, machine tender and grinder. He was made a, head miller in 1883. .Five years later he was in charge of three mills. In 1908, however,, with advancing years, he relinquished his authority over two of them. HvtDuring his long period in the flour milling profession, Mr. Kraft has seen it revolutionized. - While a worker in the mills, he witnessed the replacing of rolls for the old millstones: new purifying methods, and the installation
of dust collectors. Also,- the former bead miller has .watched 'the mighty growth of the village to which he came in 1872 to a large city known throughout the world, for its flour mills.

RUSSIA AND POLAND SIGN TREATY AT RIGA LONDON. March 19 The RussoPolish treaty was igned at 9:30 o'clock Friday night, says a dispatch to the London Times from Riga. The dispatch adds that the treaty is to he ratified at Minsk within 30 days.
