PALMER -EXPLAINS

HIS BEER RULING (By Associated Press) PHILADELPHIA, March lT.The

ruling that physicians may prescribe beer 'may mean beer at the soda foun

tains, but never again beer in the saloon bar or hotel dining room," said former attorney General Palmer here.

"The law has fixed one channel

through which beer may be obtained

for medicinal purposes," said Mr. Palmer in speaking on his ruling on

becx recently made public after he left

office.' "It says plainly brewers 'may manufacture wholesale, druggists may sell only, at wholesale and it may be retailed only by registered pharmists on physicians prescriptions. That cuts out the beer party and the growler. - , "There 'was never any legal knot, to be untied here. Why it took the people interested in it so long to ferret out its advantage I don't understand. . - "The prohibition law," said Mr. Palmer "will never be fully effective until the public becomes possessed of a consciousness of wrong doing in violating it. I think the majority of the physicians will treat this beer matter as one involving professional ethics."
