WASHINGTON, March lir Job hunters 'seeing places'iri thedepirtraent of Justice will have t wait, according Jo a, policy outlined by; Attorney General,,; Daugherty, - who said 'he proposed tOinAke chnges in the personnel of his organization very slowly. Whiliube i intimated .tjajatRepablicana would replace Democratic incumbents in many places of importance eventually, he said a weeding process was planned "which would .not; incur added expense' 6 the government or duplication of work. i me trend o effort of his administration. Mr. Daugherty indicated, would be directly toward a, reduction in expenditure He added that he hoped for less litigation and consequently a lowered cost by the administration of the department In. a statement to newspaper correspondents, the attorney general expressed belief that there would be a decrease in crime as conditions following, the war gave way to normal. , ;Drpw Line on "Spite" Suits. "This department must in truth render a service of justice to all," he said. "There will be no 'spite" suits filed so long as I have charge and there will be no attempt to embarrass any interest. I hope for less litigation, although where the government's interest is concerned or. 'where crime has been committed I intend to see that the penalty is paid. " "The country, I belieTe, would expect those commissions to be terminated and the, places filled by Republicans. I do not think, however, that, it -would be proper to cause the government to loso work done by an individual on a given detail which-would remit from summary removal from office." .'. Mr. Daugherty said he planned eventually to have a. complete reorganization In the department, but he indicated that nothing would be done which would upset previous expended effort. Appointment or "Walter Lyon of Pittsburgh to be federal attorney for , the western Pennsylvania district was recommended to Attorney General Daugherty today by Senator Knox of Pennsylvania, and that of William P. Keville of Belmont. Mass., as United States marshal at. Boston was recommended by'Sena'tor Lodge.'- 4
