Senate joint resolution No. 17. providing for an amendment to the state -constitution permitting an income tax; senate bill No. 68, amending the "blue

The income tax amendment to the Constitution, which will be submitted jto the people for approval at the special election on Sept. 6, provides that 'the state as well as the federal government may levy a tax on incomes. A determined effort was made to defeat this bill in the legislature and to j.revent it obtaining executive apjroval. Securities Provisions. !' The amendments to the securities law, which were prepared after defects in the act of the special session were discovered, passed both houses of the legislature by substantial majorities. The measure strengthens the law in providing penalties and authorizes the collection of large license fees by the securities department. The bill has an 'emergency clause and is in effect i. The Leer license law, house bill 118, was the center of a bitter fight between teachers' organizations of the state and many educational officials. t was alleged that the law would weaken the educational standards of the state in amending the Vesey law governing life licenses. The teachers were strongly in favor of the measure. When members of the organizations learned this afternoon that executive approval had been given the bill, a jollification was held at the statehouse. Soldiers' Home Bill. The governor approved senate bill 1, introduced by Senator Alldredge, providing for other representation on the board of trustees of the state soldiers' home at Lafayette, other than veterans of the civil war. The act provides that two of the board of five shall be civil war veterans, one a veteran of the Spanish war, one of the world war and the fifth, a wife or daughter of a veteran of any war. Senator Steele's bill, senate bill 154. which gives public utilities the rit?ht of eminent domain, was signed by the governor. This measure will permit
any public utilities to condemn property needed, subject to the approval of the public' service commission. While the act is Intended to take care of a local situation in South Bend, it is applicable throughout the state. . The Barker of Boone's measure, house 'bill 211. enabling the state
board of agriculture to turn the state

House bill 22S, introduced by Representative Uansell, authorizing county commissioners to fix the compensation to be paid to surveying engineers and assistants and superintendents in charge of drainage work, was approved by the governor. " Burglary Penalty Measure. The Representative Cooper measure house bill 9, providing a penalty of from five to twenty years for burglary or robbery when the criminal is armed, was signed. Among other measures approved by the governor are: The specific and deficiency appropriation bills, both introduced by Representative Fifleld. The vocational education state levy act, house bill 194. The Representative James bill, house bill 3, making it an offense for owners to permit turkeys, chickens and ducks to feed on the land of another and legalizing' the killing of the offending fowls. House bill 159, introdcued by Representative Osborn, amending act concerning proceedings in civil cases to

Recipe for Real Raisin Pie Cut This Out and Keep It
2 cups Sun-Maid Raisins lVi cups boiling water 1 cap sugar 4 tablespoons cornstarch tablespoons lemon juice 1 tablespoon grated lemon rind Juice 1 orange 1 tablespoon grated orange rind 1 cup chopped walnuts Cook raisins in boiling water for five minutes; pour into sugar and cornstarch which have been mixed. Cook until thick; remove from fire and add other ingredients. Bake between two crusts. Walnuts may be omitted if desired.
