DIGEST OF BILL GIVING CITIES HOME RULE AS IT STOOD ON THIRD READING SET FORTH

The provisions of the Knapp bill giving cities the right to adopt the commission or commission-manager form of government as it stood on third reading were as follows: Section one of the bill Is unimportant. Section two provides that . at any time, "not less than thirty days after the passage of this act" a petition to the legislative body of any city may be filed with the city clerk, asking that the question of the adoption of either cf the plans of government (commisplon or commission manager) be sub

mitted to the electors of the city. Detailed specifications to the form of the petition are then given. 20 Per Cent Signs. Section three says the petition shall be deem id sufficient is signed by electors of the city equal to 20 per. cent of the vote at the last preceding mur. lei pal election. Within five days the clerk shall complete an examination to t-atisfy himself as to the sufficiency of the petition and shall submit the petition to the city legislative body at the next regular meeting following the completion of his examination. Section four provides that after the clerk has certified as to the sufPciency of the petition the legislative body shall order a special election to be held not less than 30 days nor more than CO days after the next succeeding first of May. The board of election commissioners for such election
