Dr. R, Kendrick Smith, public education director of the same organization, stated that, the objections to the bill cited by Mulholland were the only ones "the osteopathic profession has to this or any similar bill." In fact, the first hearlg on the Cap-per-Fcss bill was a field day for its opponents, the measure not being entirely acceptable to any of the witnesses and objectionable both in principle and text to a few of the witnesses. Before the measure is reported to the house,-and such action appears improbable at this session of congress, the education committee probably will have another bearing when some of the champions of the measure are expected to testify. CENTRALIZED PLAN FOR POWER .PERMITS UNDER CONSIDERATION (By Associated Press) -WASHINGTON, Feb. 17. Development of "Niagara Fall's" water power as a "national asset" on a gigantic plan that would assign all water power privileges to one individual or corporation, thtw eliminating grants to various smaller interests, is urged in various lecommendations now before tho Federal Power commission. Although agreeing generally that a comprehensive system of develo should be adopted. the recommendations vary greatly as to the nature "of nt th raemb of the , present commission. Secretaries Baker,. Payne and Meredith, are inclined to antici pate development of methods in the near future that will permit the transporting economically of power to points 500 miles or more from the. fall. Would Use Both Section. Experts have told the commission that the "single assignment" pla should include assignment of water power privileges below the falls as well as those above. Plans to combine the several hundred thousand horse power taken fl-om the Gorge with the millions 4aken from above the falls into one project were presented. The plans range from tunneling under Goat Island, which hangs on the precipice between the American and Canadian falls, to digging a power and ship canal from Lake Erie to Lake Ontario. Proponents of some of the proposed projects claim that the government could tax such development a half million a year and still give users cheaper power than they now enjoy, and leave a profit for the corporation on the investment. Secretary Baker, chairman of the commission has announced that no privileges anticipating future amendments to the existing water diversion treaty with Canada will be considered by the present commission. Experts have told the commission that 13,000 cubic feet additional to the 20,000 now diverted on the American side could be taken from Niagara river without marring the scenic beauty of the falls.
