O., Feb. 9 A parrot which kicks aside the popular belief that such birds are addicted to profanity, is one in Dover's lodge of Elks. Rather than being of a profane tunr of mind, this parrot is a mentor of morals. It assists the house committee in enforcing the rules against the use of improper language. The bird has learned eight fitting i rebukes for a corresponding number of forbidden expressions, the use of j which has been cut dow n to a niinii mum. Clifford Hawkins, steward, also is training Polly to censor minor infractions of the rules. Several other lodges have asked for the use of the bird, and it may be loaned out. RANDOLPH FARMERS ANNOUNCE INSTITUTE FOR FEBRUARY 25-26 WINCHESTER, Ind., Feb. 9 Farmesr of Randolph and adjoining counties are invited to attend -the Randolph County Farm Institute program to be given here Feb. 25-26. Officials in charge of the institute are making arrangeemnts to bring the best talent obtainable among men and women speakers here for addresses. A free entertainment will be held on Friday evening. Feb. 25. Important business extended the recent meeting of the board of directors of Randolph county fanners into a two days session. Discuss Legislation. Bills pending in the legislature of interest to farmers were discussed with the board by Cal O. Shulta. representing Randolph county. Collec live buying and selling by fanners aroused warm interest among the directors. A program for 1921 was worked out for the benefit of fanners of Randolph county, and to strengthen the farmers' federation. Other problems discussed were: Marketing', market reports, boys' and girls' clubs cost accountiong on the farm, etc. The following bills were acted upon by the board: 1. We recommend the conUnuance of the flat license rate on autos, and in addition recommend a tax on Tgasoline of one cent per gallon, with stationery engines and tractors exempt, and that all money so collected be returned or retained to the county of issue. 2. W recommend an interest rate of six per cent on road bonds, in order to enable the completion of j roads begun under the three-mile road law, the contractors of which were released on account of war conditions. 3. We recommend that the transportation of high school pupils be optional with township trustees. 4. We recommend a levy of 10 cents on the hundred dollars for the state educational fund. 5. We recommend a real estate mortgage exemption of $3,000. 6. We recommend that quail be proi tected by a five year closed season, and that the open season for water fowl be made to conform to the federal la-s- on same. 7. We recommend that farmers be exempted from all liability under the workman's compensation law, wher the farmer is not the employer. 8. Resolved, That a law be enacted that all stone and concrete roads in which contracts have been let and bonds have been sold, shall be revoked and new contract be let, 9. Resolved, That we oppose the Nolan bill as class legislation. 10. Resolved, That we favor the "truth in fabric" bill. 11. Resolved, that we favor state aid in the agriculture of the state, and that no state aid goes for the purpose of racing or any gambling. ELDORADO INSTITUTE OPENS FIFTH DECADE ELDORADO, O., Feb. 9 The fortyfirst annual farmers' institute of thi ; place opened this morning with a very ! good sized crowd in evidence, especial ly considered the conaiuon oi tue roads in this vicinity. Music by th-? Eldorado concert orchestra, and an invocation by the Rev. A. C. Barnhart opened the morning session. Speakers during the morning were W. H. Pew of Ravenna; subject. ! "Feeding Swine," and J. L. Buchanan, of Alliance, who frpoke on the theme, "Determination of Soil Needs." For the afternoon. Pew was scheduled to speak on the subject: "Feeding and Marketing Cattle At a Profit," and Buchanan on "Success on the Tarm." Meals were served by the ladies ot the Universalist church. The Institute was held in the K. of P. halt Mrs. Thomas Pierce, a woman speaker of exceptional ability, has been secured for the program Thursday, in addition to other features on the program.
