RUSSIA MUST SOLVE OWN PREDICAMENT, DECLARES WOODBURN "The Russian revolution, beneficent in its purpose, must be worked out by. Russia. Help may be given from the outside but military coercion would end in disaster," said Dr. James A. Woodburn of -Indiana university, inhis address on "Russia and the Russian Situation," before the Civics department of the Woman's club Tuesday afternoon. The attitude of the United States toward Russia is borne out in a statement of policy recently made and is represented in the above statement by Dr. Woodburn. In the statement issued by the state department the Bolshevikl were termed "a violent, tyrannical minority who have boldly seized power," and, according to the statement, "this coup d'etat of power could not be stopped by any outside power" Not to interfere. After consulting the other powers and gaining their consent President Wilson considers sending Ambassador Morgenthau to assure the Bolshevikl that they can have peace if they want it. The outside powers will not interfere with Russian affairs under this agreement, Dr. Woodburn said. Meeting in Paris now. he said. Is an assembly of 100 Russian emigres, all of whom were members of the parliamentary constituency assembled In Russia in 1917, which was forcibly dispersed. These men, acquainted with conditions in Russia, may be able to offer some suggestion as to action that could be brought to bear on the situaation from the outside, it is thought. The grinding oppression of years is the cause of the extreme to which Russia has gone, he stated. The fact that 78 per cent of the Russians have been kept illiterate by despotic, tyrannical misgovernment was also pointed out by him.
