Loss of One Solon in Indiana Disappointing to Congressmen
PUI.ADHM SEWS BIBEB WASHINGTON, Jan. 24. The action taken by the house of representatives in rejecting the reapportionment bill submitted by the census committee Increasing the house membership from 435 to 483 occasioned no Burprisa in Washington. In fact this action was predicted in a Palladium Bureau dispatch several weeks ago. The majority of the Indiana repro-
or u la hi r a nciu uiaa rvr&u v - ever, that the plan they supported to maintain the present membership of the house without losing one congressman for Indiana failed to go over. The majority of the members of the Indiana delegation favored the plan of striking out the enacting clause of the apportionment bill submitted by the census committee. Bland Makes Motion Had this action been taken the bill would have been killed and the present membership of the house would have remained the same without any state losing or gaining a representative in congress. The motion to striko out the enacting clause of the measure was made by Representative Bland, of Indiana. This motion was
defeated, however, and the house finally amended the bill to provide for a membership of 435 based on the 1920 census. This means, of course, that Indiana, which failed to show a material increase in population, will have its representation in congress reduced from thirteen to twelve. The redisricting of the various states is to be effective after March 4, 1923. Who Will Lose? What member of the Indiana delegation will lose his seat in congress as the result of the elimination of one Indiana congressional district? That will be a question for the Indiana legislature to solve, for upon that body will devolve the duty of redistricting the state, and the task promises to be a difficult one. It is hardly probable that the sixth district will be eliminated, although in population it is the smallest in the state, if for no other reason than the fact that the sixth is a stalwart Republican district and the state legislature is overwhelmingly Republican. It Is considered a good guess that whatever changes are made in the redistricting of the state the southern Indiana districts will be affected principally. All Republicans All Indiana congressional districts are now represented in congress and have been since March 4, 1919, but up to that time the southern Indiana districts, particularly the third and fourth, were strongly Democratic, and Indiana Republican leaders realize that there is no assurance that the southern Indiana districts can always

be depended "upon to remain in the Republican ranks. Notwithstanding the fact that Uncle Sam is a notoriously penurious employer, there will be the usual wild scramble after federal positions as soon as Mr. Harding becomes president. Of course, it will be "patronage" positions, rather than those offices which are under the civil serv
ice, that will be mostly sought after by the job hunters, but the patronagejobs offer as poor pay as civil serv
ice positions. Many Applicants Just what attracts men to seek employment in the government remains a mystery, but it. is a fact that Indiana congressmen and, of course, congressmen from all the other states, receive numerous letters from constitu
ents expressing desire to secure fed-j eral appointments. j Thousands of men and women havei been leaving the government service! in recent months. "The question of, why they are leaving presents few! difficulties," reads a statement issued, by he department of labor. "To aj large extent, it is a matter of dollars i and cents." The department calls at-' tention to the fact that, whHe the cost of living has risen sharply since 1893, i the scale of government salaries has! either remained stationary or increas-l ed so slightly that relatively the gov-, ernment employee is "much worse off j than he was 25 years ago." It is shown, as an example, that1 men employed in the forestry service have resigned $1,100 positions to accept private positions paying from 1 $1,500 to $3,600 for the same kind of work. The chief of the bureau ofj
marKets resignea a position paying $4,000 to accept jc position with a private concern which pays him $20,000. A second reason for the numerous resignations from the government service is found in the fact that apart from immediate increase of salary em
ployment outside appears to offer bet-!
ler cnances ior auvauceuieui.
The Masonic club directors are planning a series of activities for the rest of the season. The first event will be the open house on Thursday evening when all the master Masons and their families are invited to enjoy the privileges of the club rooms where cards, pool, billiards and other games will be played and a short, snappy . program given by some of the excellent talent
which is found among the members of of the club. ' Dancing' will follow on the fourth floor and continue till time for conveyances. The club is filling a long felt want among the masonic fraternity of the city and was highly commented on by the visiting members of the Scottish Rite bodies which were here a few days ago. The Masonic club of Richmond is the baby club In the national league of Masonic clubs and also the only one in Indiana. - It has already proved an inspiration to Masons of other cities, who are contemplating the building of new masonic temples for the accommodation
