From the time that "shoddy" began to masquer- . ade as virgin wool tinder the double standard of "all wool, sheep husbandry began to'' decline throughout the , world, Howard E. Greene, of. Chicago, told , the Merchant-Tailor-Designers Association at its annual convention here today. From January, 1911 to January, 1920, he declared, the sheep have declined in numbers in America 5.01R.000, he said. "Twenty years ago, "all wool" cloth meant cloth made from wool that had never before been manufactured." Mr.

dy manufacturers found methods whereby they were able to carbonize out of rags all except their wool content. This process gave them the excuse to call their cloth "all wool." Then, arose the double standard of the term. Wool Substitutes Use Grows. "In recent years, the practice of manufacturing "all wool cloth from wool substitutes has grown so rapidly that, in 1919, they made up two-thirds ' of the raw material used in such
fabrics by American mills. The chief I
wool substitute is shoddy old rags, remade in some cases as often as eight times. "Reworked, rags may be made np ;Jnto handsome fabrics. They are never used in the place of virgin wools of the same grade, but in place of virgin -wools of higher grades and enter into many cloths which the purchasers 'have a right to believe made not only of virgin wool, but of the best virgin I wool. The hooverizing of rags during the world war gave the shoddy manufacturers an unprecedented supply of raw, material, yft their demand more r than kept pace with the development -of the rag resources. "It is estimated that the cotton used I in wool woven goods amounts to onefifth of the amount of scoured virgin 'wool used. A fifth of the scoured vir'gin wool consumed here In 1919 amounts to 62,000,000 pounds. So, all ' the scoured wool manufactured for any purpose 313.000,000 pounds together with 62,000,000 pounds of cotton would :have amounted to 375,000,000 pounds, which is 400,000,000 pounds les3 than the quantity required to make the output of wool woven goods entirely from pure virgin wool. : Many Make Own Shoddy. , . "There is no way at present to arrive at the exact amount of shoddy vised in cloth manufacture, because many mills which are not listed as Fhoddy mills make -their own-shoddy. Furthermore, there is no known chemical test that can determine exactly how much of any given material is made up of shoddy. "From, the time shoddy began to masquerade as virgin wool, from the moment -the shoddv manufacturers benn to artificially divert the public demand for new wool from the wool rrower to the rag-picker, sheep husl'tTifiry began to decline throughout th" world. "America has all the natural renuirements needed to make her the rreatest wool country in the world and her output of virgin wool should be Inrsre enough to eliminate shoddy from every citizen's wardrobe, but today America is a minor wool producer.
