Detroit to Ask Change in La Follette Seamens Act (By Associated Press.) DETROIT, Mich., Jan. 4-Claims of various shipping companies operating vessels on the Great Lakes that the Lafollette seaman's act has worked a distinct hardship to lake carriers during the past year, has prompted the Inland Waterways' committee of the
Detroit Board of Commerce to begin a study of the situation, with the idea of seeking relief from congress. Commercial organizations of Cleveland. Chicago, Milwaukee and other large lake ports' will be asked to co-operate, it is said. According to local navigation company heads, the seaman's act makes it necessary that lake boats carry larger crews and more life-boats than are required in lake shipping. This cuts the number of passengers and the volume of freight that may be carried, and reduces income of navigation companies, it is asserted. An effort will be made to have the act amended as it affects Great Lakes shipping, if in the opinion of committee members, the study of the situation warrants such a step. The commitee also will continue its campaign for a direct route from the Great Lakes to the Atlantic via the St. Lawrence during the coming year, it is announced. A port development committee is being organized by the Board of Commerce and will begin meetings soon. The committee is being formed in the belief that the Tidewatr route eventually will be provided and that Detroit will need to spend millions in port development to meet competition from other lake ports. A complete study of Detroit's needs is to be made. The city plan commission recently finished a port survey here and a report from the conmission is expected by the board soon. Premier Lloyd George has adopted the example of President-elect "Harding, of the United States, and issued an appeal to . the public to practice thrift." "I have seen a very 'sound and sensible appeal' by the newly elected president of the United States to the American people for all around economy and I make the same appeal to the people of this country," said tho premier at a din ner of the Federation of Industries. Mr. Lloyd George warned his hearers that a great and inevitable depression was coming, and the question was, he said, how to shorten ov to mitigate its evils.Europ Is Bankrupt. "Europe is standing in front of our shop windows," he went on. "it wants to buy, but it is in rags and it poekets are full of paper4 In 'the good book there is a great story of men who reconstructed a broken city with a trowel in one hand and a sword in the other; but Europe must set to work with both hands. But it is essential, if the nation is to recover, that there should be rigid, duthless economy for some time to come." ; FIRE LEVELS WEST VIRGINIA CAPITOL CHARLESTON, W. Va., Jan. 4 The capitol building of West Virginia was destroyed by fire late Monday. A laborer was killed and several firemen were injured, one seriously, when a section of the roof under which they were standing caved in. The spectacular nature of the fire was enhanced when much ammunition, stored on the third floor of the building, exploded. The building was of brick construction and by no means fireproof. Th fire broke out on the Lee street sid and within half an hour two floors of that wing were a mass of flames. Fire Spreads Quickly( All the fire companies in the city were called to the capitol, which stands in a park directly across thstreet from the executive mansion. The fire started on the third floor just above the senate chamber and a few minutes the chamber was reduced to ruins. It then spread along the corridor to some of the state offices, where valuable records have been stored simr1 the organization of the commonwealth No suggestion as to the cause of the fire had been made by Governor Cornwell or other state officials Monday. An investigation is in progress to determine the origin of the flame'? The West Virginia state senate will convene in the Y. M. C. A. auditorium and the house of delegates in the Bap tist temple when the regular session of the legislature opens here Jan. 13. This plan was made necessary by the burning of the state capitol yesterday with a loss which officials believe will reach several million dollars. O'KEEFE IN BAD SHAPE (By Associated Fress) CHICAGO, Jan. 4 Dennis O'Keefe the Chicago welterweight, will be unable to box for three months due to injuries to his hands sustained in his match with Pinkie Mitchell in Milwaukee. New Years day. O'Keefe's left hand was seriously fractured and his right was broken. Physicians 6aid today that a piece of O'Keefe's shin bone would be removed and grafted" r into his right hand. A new system for training track athletes at the University of Pennsylvania was announced today by Coach Robertson. The veteran coach will have classes of sport each day for students interested in this branch of sport, and will place each class in Chicago of an experienced man from last year's team.
