"The work of the board, he said has been conducted on the theory that "these men who had offered their lives in defense of the nation and who returned disabled, should not be abandoned to unthinking charity, but should be instructed in such trades, professions or commercial pursuits as would completely re-establish them in civil life." There are at the present time, he said, abot 1.700 schools and colleges throughout the country giving training to men in courses approved by the board. Selection of men for training now rests entirely with the 100 district and local offices, he said and there Is rarely occasion for referring cases to the central office here. This decentralization policy has greatly eliminated the "red tape" formerly attendant upon these selections, he claimed. On Dec. 1, he said the records showed that 94,000 men had been approved as eligible for training, with maintenance pay, and 66,000 without such aid.

TV0 ARMY AIRPLANES SEEK LOST BALLOON NEW YORK. Dec 20. Two large army de Haviland airplanes, equipped with wireless were ready to hop off from Mitchel field today in search of the missing Naval baloon A-5598. The only'woid from the three missing airmen since the balloon took the air Monday was a message brought back by one of the four carrier pigeons taken on the flight reporting all was well. Telegraphic communication with

points along the route supposedly followed by the balloon having failed to leveal the fate of the occupants of the aircraft and the search of certain parts of the Adironjacks . having proven futile, army officials told the two airplanes to search every dell and hillside between here and Albany. This search will be concluded before nightfall, army officers declared last night. May Search in North. If the balloon is not found between here and Albany the season will be extended north to' the International boundary, and northwesterly over Lake Erie and through Canada as far as Ottawa.
