"CHECK IMMIGRATION" SAYS OFFICIAL NOW LOCATED IN EUROPE fBy Associated Press.) BERLIN. Dec. 15.-r-Emigration to the United States from central Europe has reached a stage where it threatens to dump into America nearly 1,000,000 of the "most undesirable " peoples of Europe," says an office! of

the American state department, -who has been watching the recent exodua with much concern. The emigrants are mostly from Russia and Poland, and large numbers of . them, who are very poor, have been directly assisted with money and advice from America, the correspondent was told. Consular offices are swamped with their applications for passports, steamship accommodations are inadequate to carry all who have permits to sail. Is Serious Question. "There is virtually no check on this movement, which beyond any question rrrast soon be a most serious problem in America." the correspondent was informed. "An effort has been made to keep out the so-callfd 'Reds', but that, too, is futile, for it is impossible to investigate the applicants carefully enough to exclude undesirables. "The only thing that can be done, it seems to me, is a new immigration law sharply curtailing this business of dumping the down-and-outs of Europe upon our shores. And that, too, is going to be a difficult thing, for there will always be the possibility of discrimination against classes that would make valuable citizens. If immigration should be stopped for a few years, say five, we might wake up to the situation in America, and seek a way out of the trouble. Law Is Inadequate. "The government's agents have been doing their best to meet the emergency with ths machinery of the law, but that is pitably inadequate. About all that can be done is to send department of justice agents to New York and 'warn' the grafters and the more radical promoters of this immigration that they must not resort to illegal means. Some of them who were reaping rich rewards out of the passport business pretending to secure proper papers for sums paid in hand have been frightened off, but there are others still at work. "One of these grafters has moved to Berlin and probably is doing a thriving business. Nothing can bo done about it. He is within the law, as far as we are concerned. He may go out and collect any amount of fees for 'assisting' immigrants to secure passports and whether he succeeds in getting the papers, which can not be held up if the applicant meets ihe requirements, or not, he can keep the money. The applicant won't 'squeal.' "However, such men are only a part of the scheme to shift the immigrants into america."

LOGANSPORT Turman Quinn parked his automobile on the wrong side of the street and left. When he returned a policeman was standing nearby. "Is this your car?" questioned the officer. "Yes, sir," replied Quinn. "Come with me then," directed the cop. Six quarts of whisky had been discovered in the automobile when the policeman investigated the car in the absence of Quinn. A plea of guilty was entered by the car owner. CRAWFORDS VILLE When Dr. George Lewis Mackintosh, president of Wabash college, announced that Captain Fred Clarke, of the West Point military academy, of the class of 62, had died, the faculty and students harkened back some CO years to pay honor to the graduates of 1862. The school had taps sounded in respect to this alumnus. MARION It is said that a nine story business block id to be erected rext spring on the site of the Marion block destroyed some time ago by fire. The first two floors of the new building will be occupied by the First National bank. Other floors will contain apartments and business offices. FARM FEDERATION ELECTS HIM AS ITS VICE PRESIDENT

UNION CITY PARENTS

PLACED UNDER ARREST UNION CITY, Ind., Dec. 15. Several parents and guardians of school children in Union City, who have not been vaccinated for smallpox, were arrested today by Ulysses Davisson, of Winchester, sheriff of Randolph county. The sheriff announced that his list of persons to be taken in charge included approximately 45. The arrests are the result of con-' fllct between, the board of health here and the school board.
