Crane, it was announced. According to the people who have returned, the situation is as deplorable as that which existed in Europe v during the war. The south has enough crops to feed the entire country, but these cannot be transported because there is a lack of railroad facilities. To make7 the situation worse, the military in control has seized a large portion of the rolling stock to carry troops, thus lending to the destitution. Seek to Interest Bankers. . Immediate relief will be given as soon as possible, the Chinese preferring to have the work done by the Red Cross, to eliminate possible graft. The plan is to interest American bankers pnd business interests in the sale of bonds, the proceeds of which will be used to provide adequate railroads and to install complete irrigations systems which will eliminate any danger of a crop shortage in the future. The country will benefit largely, it is said, through both the work of relief and the construction of roads and

ditches because of the increased trade

that will result. As an indication of the good feeling f"-ow existing between China and the v United States, it is announced that fully 80 per cent of the youth of China now being sent abroad to be educated, come to this country. Formerly only 20 per cent came here.

OUTBURSTS BY MOB CHECKED BY TROOPS

(By Associated Press) WISE, Va-, Dec, 6. With the arrival early today of detachments of national guard troops , from Roanoke and Lynchburg, the authorities believed they had underv control the situation resulting from the 6torming yesterday of the county jail by a mob bent on lynching a negro charged with assaulting and robbing an aged white merchant. The determined resistance of Sheriff Corder and his deputies barricaded in the jail and the death of Tate Blondell, alleged leader of the mob, during the exchange- of

shots, effectively checked the mob until the arrival of the troops. Threats that another and larger mob was forming for an attack last night failed to materialize. A machine gun had been mounted on the jail and the defenders were ordered to "shoot to kill." So far as could be learned today the death of Blondell and the serious wounding of John F. Lewis, another alleged mob member, were the only casualties. Lewis has three LullPt wounds in the chest and his condition is said to be serious.

CHRISTMAS CHECKS MAILED THIS WEEK

Richmond shoppers are expected to begin buying in earnest by Saturday of this week, for every bank in the city will have mailed out the Christmas savings checks by that time, according to information obtaned from bank officials Monday. Very close to $200,000 will be represented in the total to be sent out by the five savings banks. Plans for the 1921 Christmas club have been made and will start soon. The First National bank's new club begins its first payment-on Dec. 27; Second National bank, Dec. 20; Dickinson Trust company, Dec. 20; Union National bank, Dec. 20, and the American Trust and Savings, at any time.

OFFICERS OOD RIFLEMEN. fBv Associated Press) COLUMBUS. Ga., Dec. 6. Out of a total of 548 officers in a recent firing test at Camp Benning, Ga., 288 made expert riflemen, 99 sharpshooters and 53 marksmen, only eight failing to qualify, according to Dgures just announced here by army officials. This was declared to be one of the most remarkable firing records in army history- Last year's class at West Point was among the four groups of officers participating in 11e firing.

SPECIAL OBSERVANCE OF EDUCATION WEEK IS URGED IN SCHOOLS Special observance of school week is requested of local schools and organizations in letters sent out by the Bureau of Education. Religious organizations, Y. M. C. A., Knights of Columbus, and other associations in the churches are asked to devote their time. During the week all women's club, parent-teacher associations, chamber of commerce, Kiwania and Rotary clubs, labor unions, farmers unions, and all patriotic and civic organizations are urged to devote one meeting to a discussion of the needs of education in this state and local communities. Moving picture houses are asked to put on the screens this week facts and figures in regard to the importance of education and the conditions and needs of the schools. Earlham college, and the local schools will be asked to devote their convocation hours to a discussion of

education in general and their particular needs. Teachers to Help. In all elementary and high schools teachers are urged to devote one period during each day of this week to this subject, telling the children about education in this community and . in the state and nation; bow the schools are supported and how much money is spent for them, their economic, social, pnd civic value, and other facts of interest.

All school and debating societies holding meetings this week are urged to take for their subjects some topic relating to educational needs in this community. Themes of essays and

comoositions will deal with the same subject. Community meetings have been suggested for Friday evening at all school houses both in the country and city.

General Nivelle Presented D. S. C. by Secretary Baker (By Associated Press) WASHINGTON. Dec. . 6. General Robert Georges Nivelle, former commander-in-chief of the French armies and "hero of Verdun" will be decorated with the distinguished service medal today by Secretary Baker at Fori Myers. After receiving tho medal awarded him at the direction of the President, - the, French officer will present a number of decorations awarded by his government to officers of the American army and navy. Following the ceremonies at Fort Myers General Nivalle will deliver an address at the army general, staff college.

The conference, which will continue five days, will endeavor to formulate definite lines for stimulating concert4 ed action in combatting, social diseases. Correlated questions, including the "single standard" for the two sexes, also will be considered. Business sessions of the conference, which will begin tomorrow, will be presided over in turn by Secretary of the Navy Daniels, Secretary of War Baker, and Dr. M. P. Ravenel, president of the American Public Health association.

Faculty members ot the agricultural college at Ohio State university are co-operating with show officials. Farming experts from many colleges are universities are expected to attend the show.
