The Associated Press correspondent was told by a member of the Brazilian diplomatic service, for Bolshevik couriers, sent out by Moscow, to reach South America. Recent Investigations by the correspondent in several countries of Central Europe have indicated that a continuous effort is being made, through use of a courier and propaganda system that includes perhaps 25,000 Moscow paid workers, to spread the doctrine of Bolshevism throughout the world." South Used as a Bate. In this effort. South and Central America are considered by the BolEhevlkl not only as excellent fields for local "missionary work" along the imes of Btrikes and political unrest, but also as advanced field bases for promoting Bolshevism in North America, where stricter immigration laws prevail. At Lisbon and the Spanish ports, the Moscow government has established courier bureaus, particularly designed to handle agitators and propaganda en ronte to Brazil, Argentine, Chile, etc., and one of the four sub-bureaus directing the-entire world force of agitators is understood to be located either in Mexico or in one of the South American countries. , Brazil Free for All. "So far as Brazil is concerned, a Brazilian diplomat said," the national constitution seems to prevent any se rious efforts on this side of the Atlantic to weed out undesirable immigrants. In peace times, the country is free for everyone, and we need immigrants, for our population is small with our huge area. Undesirables, such as 'Bolshevik agitators, should be handled and jailed on arrival." While South American officials in Europe are quite familiar with the fact that the Soviet government is making a determined effort to spread its doctrines to South America, the view was expressed by one of them that Bolshevism cannot thrive in agricultural countries, where private ownership of land is essential. Thirteen countries have accepted the invitation of the Chilean government to send representatives to participate In the festivities early in December commemorating the 400th anniversary of the discovery of the straits of Magellan. The Spanish government will be represented by the Infante Don Fernando, of Baviera, cousin of King Alfonso, and a suite of 20 persons. Joseph H. Shea, United States ambassador to Chile, will represent the American government with the rank of special ambassador. In addition the United States cruisers Des Moines and Dolphin, under command of Rear Admiral Bryan, will form part of the naval pageant. Many Countries Send Envoys. Great Britain will be represented by its minister in Chile, J. T. C. VTaughan, with the rank of special ambassador, and likewise, it is stated, will send a naval representation. Argentina, Brazil and Portugal will send special ambassadors as well as naval units. Venezuela, Panama, Uruguay, Salvador and Costa Rica will be represented. An extensive social program has been arranged for the Spanish royal party during their stay in Santiago, and Valparaiso, including a banquet by President Sanfuentes, receptions by various scientific societies, and special exercises at the University of Chile. To Unveil Monument. In Punta Arenas, the festivities will include the unveiling of a monument to Ferdinand Magellan, the Portuguese explorer, who 400 years ago discovered the pass connecting the Atlantic and Pacific oceans; inauguration of port works and other public projects and many social entertainments. The austral region of Chile was opened to civiliaztion in 1843 when tha government incorporated within irs frontier what is known as the territory of Magellenes comprising 192,000 square kilometres, part of which extends into northern Terra, del Fuego.
