"This would mean the elimination of the present council as the sole competent tribunal for adjudicating political controversies. By virtue of a collective treaty entered into by all the League's members, controversies which are outside the province of regular courts would be referred to an international forum which would not be influenced by the prevailing constellation in world politics, thus fully qualifying it to render an objective verdict. ' ' Its judgments could then also be made obligatory in the case of political conflicts. ' This would promptly result in branding war as a crime in every instance."
