Brazilian Mayor Urges Commuters to Camp Out BUENOS AIRES, Nov. 23. "Camping out," North American style, in localities within commuting distance of Buenos Aires and the spending of vacations in the open air, like the "Yanquis," is being encouraged by Mayor Cantilo, of Buenos Aires. The Mayor has acted on suggestions sent to him by the Argentine Ambassador at Washington, Tomas Lebreton, v.'ho was much impressed by the enjoyment and health obtained by the inhabitants of tent and bungalow colonies which he observed during recent travels throughout the United States, especially in California and Yellowstone Park. The suggestions are contained in a long letter from Ambassador Lebreton, published in full by the newspapers, in winch he describes the benefits of spending the summer season in the country or seaside air. He dwells at length on a bungalow colony developed outside the city of Los Angeles, which he thought could be imitated by Buenos Aires. - As a beginning," Mayor Cantilo has induced the;heatls of various institutions, including the "Universidad Popular," a free school for workmen, io undertake the organization of campaign colonies and the selecting of sites.
D'ANNUNZIO OPPOSED TO ADRIATIC TREATY
(By Associated Press) FIUME, Nov. 23 Gabriele d'Annunzio, insurgent commander at Fiume, declared he was unalterably opposed to accepting the treaty of Rapallo, settling the Adriatic dispute between Italy and Jugo-Slavia, and that he would continue fighting until the just claims of Italy were met." 'I will not yield, I will cede nothing," declared D'Annunzio to the correspondent. "The fruits of victory belonged to Italy. Friends of mine, generals in the arm, officials of the government, implore me to accept the treaty of Rapallo, but I will not recede. Italy's just claims must be satisfied. I am fighting a just fight, arid I will continue until the Italian aspiration is fulfilled. Friends may abandon me. I will stand firm. I am Gideon. Let those who lack courage desert me. Let those retire who fall in resenting with iron will. There remain the brave with Gideon, and Gideon's brave will conquer."
Civilian Rifle Clubs Train For Emergencies (By Associated Press) INDIANAPOLIS, Nov. 23 The military importance of the many rifle clubs that have been organized in Indiana cities is emphasized in a statement issued today by Adjutant General Harry B. Smith of the Indiana National Guard. Civilian training with the army rifle, the adjutant general says, give a backbone for a great emergency army. "Without the soldier armed with a rifle and capable of using it effectively, no army can make progress," says the statement. "An army whose members can not shoot effectively is only a disciplined mob. "The training of a man with the object of making him a marksman should commence on his home grounds and every town and city should have a range up to 500 or 600 yards so situated that there would be nq hand1 icap by reason of . distance to be traversed in order to. practice. 1AU preliminary firing should be under the direction of a coach who should teach the individual how to get his sights, how to care for his rifle and how best to avoid accidental discharge of the weapon. "These instructions are best given and observed in organizations of military character like the National Guard for the reason that the members are under control and subject to direct orders of the officers."
Landowners in Spain Accused of Profiteering By Associated Press) MADRID, Nov. 22 Alleged profiteering by landowners has aroused an agitalion here for a tax on fhe 5 creases in land values. A writer in the newspaper LaLibertad, accuses I he proprietors of rapacity in increasing the prices at which they held their farm lands and of taking advantage of the high cost of home-grown grain brought about by the advance in freight rates on the foreign product. He says they have advanced their land prices to five and six times former values without paying anything into the National treasury as a tax on this appreciation. An instance is cited in which an owner sold one farm at nine times the I rice he paid for it five years ago. The newsparer writer declares that these large increases have cost the landowner practically nothing, but asserts that it is high time a law taxing the increase on land values should be established in Spain, modelled after those in Germany, Canada and Australia,

Western Union Files Suit To Construct Miami Cable ( By Associated Press) WASHINGTON. Nov. 23. The Western Union Telegraph company applied to the District of Columbia supreme court Monday for an injunction to restrain Secretary of the Navy Daniels from interfering in the construction of a telegraphic cable between Miami and Miami Beach, Fla. The Western Union company also asked the court to require the naval secretary to instruct subordinates, officials and naval officers to cease threatening to destroy the cable if laid. The company in its petition that the requested injunction would cover a different cable line than lht Barbadoes cable, the laying of which was prevented several months ago by the sending of war ships to Miami.
