Not by trying to "reassure" and retaining Article X at the same time, but will he frankly repudiate the obligation which this Article ceeks to impose? An Indefensible Position. Then Mr. Cox says that he is willing clearly to state to our associates in the League "that Congress and Congress alone has the right to declare war, and that our constitution sets up limits in legislation or treaty-making beyond which we cannot go. Of course, be might add that the constitution was framed in 1787, or any other fact about which there is no dispute. Such "reservations" as Mr. Cox states are superfluous because as Mr. Wilson said it is not necessary "to stipulate in connection with Article X

The state department announced Wednesday that it had taken steps to urge on ths Mexican government prompt and effective measures for the apprehension and punishment of the murderers of two American citizens, Arthur L. KINDERGARTEN ADVOCATED TO ABOLISH CHILD CRIME WASHINGTON, Oct. 28.Establishment of kindergartens to eradicate crime among children was advocated by Miss Bessie Locke, national chairman on kindergarten extension, in a report read Wednesday at a meeting of the national congress of Mothers and Parent-Teachers associations. Miss Locke said that bills providing for the establishment of kindergartens upon petition of parents would be Introduced in the legislatures of many states within the next year.

By nightfall next Tuesday election day '160 tons of ballots will have been stuffed into th ballot boxes of New York City. This estimate was made today by the board of elections, which announced that 6,500.000 ballots, three for. each of the 1,367,833 qualified voters, have been printed at a cost, for printing alone, of $200,000.
