(By Associated Press) MIDDLE BORO. Ky., Oct. 20. Invas Ion by one branch of the governmen of the powers and duties of another branch was denounced by Governor Calvin Coolldge, Republican vice- presidential nominee, in an address he delivered here last night. The governor asserted that "Before the war, as after tho war, the executive Invaded . directly and indirectly the properly in dependent functions of the legislative branch of the government. "We refuse to abandon one Jot or tittle of Belf-government," he said. "We will not permit those wc put into
power, whether a man or a group or a party, to continue a course which, we apprehend, will gradually sap our civic strength and ultimately destroy our free institutions. We will not al low ambition to assume control of our liberties. We propose to prevent class creation, whether of wealth of of labor, maladministration which wreaks injustice, enactment of laws which are not for the promotion of the general welfare, expediency in the determination of our policies, extravagance which dissipates our savings and plunges us into unnecessary and burdensome debt. Keep Branches Separate. "We emphatically condemn invasion by one branch of the government of the powers and duties of another branch. We will repudiate those who make solemn promises in our name, which they neglect or refuse to observe, and seek to commit us to ad venture upon uncharted seas without counsel with others equally responsible to us, and which our common bense warns us to be perilous to our existence. "Arbitrary measures confined only to the war period may be excused ou the ground of war necessity and war confusion. , In such a grievous time, freedom to be preserved must submit to autocracy. We can then afford to overlook assumption of power if is the general interest and designed to secure the end desired. 'But as we look back over the pa3t eight years we find the war merely emphasized, not provoked, the violence done our institutions and our policies. Before the war, as after the war, the executive invaded directly fnd indirectly the properly independent functions of the legislative branch of the government. Before the

"We demand that our government-
shall function as it was designed to function. . its three co-ordinate branches moving within their respective orbits as defined by the constitution, free from invasion by one into the power and authority of the other, and each and all responsible only to the people." Righteousness pays in politics and in government, the governor asserted. "What we want in office is a man who is sincere, who is hqnest, who is candid even to admitting he is wrong, and above all, one who has an open mind," he declared. "Such a man I commend to you in the nominee of our party. Warren G. Harding."
