SERVICE MEN URGED TO FILE APPLICATIONS FOR VICTORY MEDALS
Victory Medals are being applied for bo slowly by ex-service men that Major General P. C. Harris, the Adjutant General of the Army, has notified the officers in charge of the distribution to make the utmost effort
to reach all who deserve it. It is estimated that 3,757,624 men who served in the army are entitled to the medal, but to date only 379,214, or about ten per cent of the number, have applied. Applications are coming in at the rate of only 6,800 a day. which it. far below the capacity for issue of the working crew in the Philadelphia General Supply Depot. The quartermaster has put on. a large force, and these men are being held at much expense to the government. "It is no more difficult to make out a form for the Victory Medal," announces General Harris, "than it is to fill out a money order blank." This form verifies the recipient's service and his present whereabouts. It will prevent the medals from falling into the wrong hands. The government's gift Is a work of art, not a bauble, and has intrinsic as well as sentimental value. It cannot be cent out to unverified addresses, any more than Liberty Bonds or War Insurance Checks, many of which have been lost before reaching the addresses, in spite of all possible care. Simple Procedure. "The ex-service man has only to apply at the nearest Army Post or recruiting officer or through any patriotic society .such as the American Legion or the Veterans of Foreign Wars. Here he will be shown how to fill out his blank, and if his discharge papers are correct, the application is forwarded direct to Philadelphia, and the medal mailed within a week. Hundreds of applicants have given wrong addresses, and many medal3 are returned daily by the Post Office because the men cannot be located." For service in the United States 117,194 Medals have been issued to date, and 79,092 for service in foreign countries. There have been 56,005 medals with three battle clasps issued, and 53,510 with two battle clasps. These are the largest numbers of all with battle clasps, which range from one to eleven. There have been 52 medals issued with nine clasps, nine medals with ten clasps, and two with eleven clasps. The American Legian makes no dis
tinction between members and nonmembers in the Victory Medal distribution. There are also special blanks for the next of kin, in order that the relatives may obtain the decorations for those who were killed in action, or who dies in line of duty. Wayne county ex-service men who are entitled to Victory Medals are urged to apply for them at once.

been reached by Premier Lelacrolx of Belgium and the British prime minister, David Lloyd George, regarding a method of procedure for settlement of the reparations owed by Germany. In case such an agreement has been reached, it was learned here today, the attitude of the French government will be the same at Spa a refusal to engage in any conference on the subject of reparations with Germany before the allies have reached an agreement, and opposition to any exchange of views by technicians other than those who are members of the reparations commission. France, it is said, will be willing to meet the heads of the allied govern
ments to discuss the question after the report of the experts has' been submitted, and will even be willing to confer with the Germans after the heads of the allied governments have agreed among themselves.
Pershing Moves Offices From Land to War Building WASHINGTON. Oct. 14. General Pershing is transferring his headquarters here from the old land office building to the war department building. Five large rooms, occupied by the publication division of the adjutantgeneral's office are being refitted for the accommodation of the general and his personal 6taff. The voluminous records of . the American expeditionary force have been transferred to one of the tireproof buildings erected on the Mall during the war for the use of the war department. General Pershing's present quarters have been assigned to the farm loan board.

Friends Work in Cuba
Success, Declares Holding Professor Raymond S. Holding of Earlham college, told of the fine spirit of the Friends missionaries in Cuba, at the annual open meeting of the Women's missionary societies of the local Friends churches, held in the East Main Street Friends church, Wednesday night. Until lately Professor Holding wa? a Friends missionary in Cuba. He related many personal experiences to emphasize his points. A program of musical numbers and a short devotional service proceeded the main address of the evening. Foi lowing the talk by Professor Holding, a social hour was enjoyed by about 150 men and women. Telling- of the overcrowded conditions of the Cuban Sunday schools, caused by inadequate quarters. Professor Holding said: "It is hard for you to feel the need as we do who have been on the field and faced the problems tduring these years. The work there is in fine condition, and 1
