SIGNS OF ECONOMIC IMPROVEMENT SEEN BY WORLD FINANCIERS
fBy Associated Press) ' BRUSSELS, Sept. 30. Distinct and multiplying signs of economic improvement are seen in countries most shaken by the great war and optimism over their future is felt, according to speakers at the International financial conference in session here. Some of those who spoke today before the conference declared that in a few years the world will return to f ctive competition between sellers and that the present contest between buyers will pass. Charles Wautiz, Belgian minis-ter of commerce, asserted the temporary advantages enjoyed by countries allowed to export freely will turn to their disadvantage as a
result of their nrohibitlve rates of
exchange. "Must Be Friendly. "Let us not only dwell together In peace and unity." said Henry Bell,
manaeer of Llovds Bank. London, "but
let us also deal together freely and In harmony." Mr. Bell disclaimed any intention of raising a controversy, but said the question of free trade arose immed lately in connection with a discussion of the situation. He referred delegates to the conference to the declaration of the supreme economic force against artificial barriers to International commerce and expressed the hope the conference would make it clear that behind all question of international trade was the question of durable peace. "It is a great error." he declared, "to consider the success of one nation In trade a detriment to others. Commerce is not a form of conflict, but on the contrary it is that which should bind nations together."

Feathers on hats this year, and they all seem to have them, act as if they were unruly locks. They either fall down into the eyes, tickle 'he ears, or curl about one's nee, like little false curls. This is quite true of most of the new French hats which have arrived recently. Here is a stunning velvet turban of burnt orange with a tuft of paradise dropping in a very sophisticated manner over milady's right cheek.
