(By Associated Press) KANSAS CITY, Mo, Sept. 24. The recent presidential election in Guatemala will have a beneficial effect upon commercial interests in the United States, says Dr. Edwin R. Heath, of Kansas City, Kansas, consul stationed here for Guatemala and Bolivia and consul general for Honduras and Nicaragua. , ji ; "American investors In Guatemala are fortunate In the recent election to the presidency of Guatemala of Carlos Herrera by an overwhelming majority after the enforced withdrawal of Don Manuel Cabrera." Dr. Heath said. "Cabrera was another Diaz. While he had done much for his country, he had been an autocrat for many years, and .would not allow another candidate for president to be presented. The new president is much more In sympathy with Americans and American ideate. Need Understanding. "There is a great need of a better understanding between the United States and the republics of Central and South America. The most crying need la for improved mail service. United States mail is very uncertain In South America. Steamship companies have fulfilled their contracts when the mail has been unloaded on the wharf and distribution is left largely to chance. Improved consular service and better shipping facilities from the United States to South America are greatly needed.

"American commercial Interests need salesmen educated in the language and diplomacy required to carry on trade with South American people. South Americans prefer our manufactures, but their difficulty is to get satisfactory service. Great railway pro

jects are under way in Bolivia which will open up the head-waters of the Amazon, Paraguay and other parts of

central South America. These will be financed partly by citizens of the United States, but their progress is temporarily checked by internal disorders in Bolivia." Dr. Heath is a fellow of tfie Royal Geographical Society of London and a noted South American explorer. In his explorations he discovered the Rio Madre de Dios and opened up valuable rubber forests in Bolivia and Brazil. A river which forms part of the boundary between Bolivia and Peru is named for Dr. Heath.

He said he felt tip-top when he boarded a train for his home at Marion, Ohio at 11 o'clock Wednesday night. He was cheered as he marched in the parade with the other veterans from Ohio. His comrades and hundreds of the wives and daughters of soldiers flocked to the Hotel Severin in the afternoon and to the Hotel English at night to shake his hand. A concert by the Indianapolis Military band preceded the evening reception. , Dr. Harding was a dinner guest Wednesday evening of Cornelius Breen, 2440 North Pennsylvania street.

THIRD CHURCH OPENS "CHURCH IN ACTION" DRIVE TODAY Third Methodist Episcopal church, in this city, was to open its services Friday afternoon in the "Church in Action-Efficiency Campaign." Several locally known Methodist ministers were to take part in the program, including the Revs. E. L. Gates, pastor of the Third M. E. church. R. W. Stoakes, pastor of the First M. E. church, and A. H. Backus, pastor of the Grace M. E. church. The Rev. L. F. Ulmer, of Chester, was also on the program. Following the afternoon program, a supper and social hour is to be held at the church. 1 The program for Friday night follows: 7:30 p. m., "As You Pray, Pay," the Rev. E. L. BLOOMINGSPORT, Ind. Word was received here Monday of the tragic death of James Byron Blair of Decatur, 111. He was the eldest son of Dr. James Blair, deceased, who for many years was one of the most successful physicians in this community. Byron was killed when an automobile he was driving plunged down a 20-foot embankment, near Lafayette, Ind. His neck was broken.

PREBLE COUNTY FAIR EXPECTED TO SURPASS ALL PREVIOUS SHOWS

By WILLIAM R. SANBORN. Eaton and Preble county people are planning for the greatest fair in the history of the town, this year.' The fair opens on Monday. Sept. 27 and runs till Friday, Oct. 1. Saturday, after the fair closes, the grounds will be taken over by a company who will stage some good -auto races, which means that Eaton will be all life and action during the whole of next week Wednesday, Sept. 29, will be Soldiers Day, a day devoted to the soldiers of all our wars Special attractions are billed for that day With ideal weather next week it is expected that the attendance will break all records, Just as the attractions promised are to excel all previous shows Fair officials have had a strenuous time for past 10 days The live stock entries will be very numerous These are to come from Indiana and Kentucky, as well as from Preble county and other sections of Ohio, according to Harry D Silver, secretary The Preble county fair has an historic background and this is to . be its seventieth annual presentation In 70 years it has built up a wide and favorable reputation and has made friends in a widening circle, from year to year. Machinery Exhibits. This year promises to outdo all former displays in its farm and home machinery exhibits. More cars and more kinds of tractors will be shown, than ever before. Everything new in the past generation has been shown at Eaton, and whatever is new this year is likely to be seen on the grounds. There will be a good horse show, an interesting show of cattle, hoes and

sheep. Good track events are on the daily schedule, and the concessions will be worth while, as usual. Great Educational Exhibit. An educational and school exhibit, surpassing the genuinely good one of last year, is promised by Supt. Fogarty, of the county board of education. Merchants are anxious to get all possible space for their wares, and it Is a certainty that the agricultural, exhibit will be large and interesting. Work of preparation has been pushed to the limit Stock pens have been gone over and new ones added and there is signs of growth and greater facilities on every hand. JEWELS WORTH $348,000,000 GENEVA. Switzerland, Sept. 24. It was stated on reliable authority Thursday that the Jewels belonging to the Romanoffs, Hapsburgs and Hohenzollerns, deposited for safety with Swiss banks and private firms, are worth $348,000,000, while the Jewels sold or pawned in Switzerland since 1911 by these families amounted to double that sum. These totals do not include Jewel transactions by former princely families of Russia, Austro-Hungary, and Germany.

JAPAN MAY DECIDE TO SDE CALIFORNIA ON EMBARRING LAW

TOKYO. Sept. 24. The Washington government will be asked to appoint a commission to effect absolution of Japanese-American problems and in the event of the passage of the California anti-Japanese legislation the Japanese government will arrange for a lawsuit against the California legislature on the ground that the bill is unconstitutional and a violation of the treaty rights of the Japanese, according to the leading newspapers Thursday. The newspapers say the above program was defined at meeting of the cabinet and the diplomatic advisory council.
