MEXICAN SECRETARY ARGUES DOMINION OF OIL BY GOVERNMENT

of the oil mines and make a deeper study of the situation and grant the ownership of the surface of the land and a perfect vertical dellmination of this land," he writes, "we would find that the owner of the surface may own all the minerals and all the oil directly under his soil, but not so under the eoil of any of his neighbors. But, inasmuch as petroleum lies in large underground lakes or deposits, It is Impossible to delimit physically these underground reservoirs In accordance with the ownership of the surface of the land. "It Is Illogical, therefore, to argue that these Interests have the right to the ownership of these deposits of petroleum in the subsoil of the nation simply because they have made geologic studies and have reared great plants to exploit the mineral reBources. Assail British Government

For Waste of Country's Funds (By Associated Press) LONDON. Sept. 15. British papers are printing almost daily examples of what they term the waste of public funds. A report Just Issued of the committee of Public Accounts sheds fresh light on the subject. Nearly $8,500,000 was involved, it appears, in the government's plan to finance the Russian General Alexieff Just before the bolshevik revolution brought about his collapse. Part of the plan

was to set up a Cossack State bank In Siberia, and for that purpose $2,500,000 was loaned to a Russian financier. But the bank was never set up and

the committee wants to know what became of the money. The Ministry of Munitions paid $12,250,000 for a plant begun in 1917 and which, when the war ended, was only half finished. For this outlay, the committee points out, the country received no benefit whatever except through the "stimulus to the steel trade." Waste of nearly $500,000 is charged by the committee to the admiralty on a scheme for establishing schools to train boys in pneumatic riveting.

Criminologists of America To Gather at Indianapolis INDIANAPOLIS, Sept. 15. Reduction of crime and the prevention of the development of criminals will be the theme of most addresses to be delivered at the 12th annual meeting of the American Institute of Criminal Law and Criminology which opens here tomorrow night. Sessions will be held Thursday, Friday and Saturday. Robert H. Gault, professor of psychology at Northwestern University and executive secretary of the institute expects that the question of public defense of those who are unable to

employ counsel or who are ignorant of the court system also will be an important subject for discussion. Professor Gault believes that this topic is of particular significance at this time because -of its relation to the activities of radicals and their attempts to create distrusts of the courts. The sessions of the institute will be opened tomorrow night with addresses by Governor James P. Goodrich, and Judge Hugo Pam, of the superior

lecture on "A Program for City Planning and Its Practicability,' In the high school auditorium Tuesday night, under auspices of the Rotary club. Mr. Knowles said city planning was a practical economic proposition, and that every citizen should be interested in it, because it was merely another name for well directed growth of a municipality. His illustration showed the use to which many cities were

puting their commissions on city planning, and his data showed the great financial savings that had been made by many cities. Before the lecture, the Rotary and Kiwanis clubs held a "get-together" meeting in the high school gymnasium. The newly organized Kiwanis met at the St. Paul parish house and went in a body to the high school at

7:30 o'clock. After a general handshaking between the two organizations, the Kiwanis entertained the older organization with an anthem which lauded Preident Dr. J. J. Rae and Vice-President Ray Robinson, of the Rotary club. President Rea welcomed the Kiwanis into the field of civic endeavor. A large number of women were present, evidencing their interest in civic improvement. Mr. Knowles said. In part: "One of

TAXPAYERS MUST PAY FEDERAL TAX WEDNESDAY Wednesday Is the last day on which taxpayers may pay their third Quarterly installment of the federal tax without the addition of a penalty. For lailure to pay by that day the payments for both the third and fourth quarters become due, together with the penalty on both quarters, according to William L. Elder, collector or internal revenue for Indiana. It is pointed out that the government permits the payment of the tax In four installments merely as a favor, and failure to pay on time automatically does away with the privilege of withholding the payment of the last quarter until December.

The first case on record In local courts of a prisoner refusing to take advantage of a suspended sentence was that of Erville Dunn, who was arraigned In city court yesterday on a charge of stealing a suit of clothing. He was wearing the suit when arrested and admitted his guilt. Harry Long, special judge of city court, sentenced Dunn to six months on the State Farm, but impressed by the prisoner's truthfulness on the witness stand, said he would be willing to suspend the sentence.
