O SAYS SERBIAN FORGES
STOPPED RELIEF WORK (By Associated Press) LONDON, Sept. 7 Charges that the Serbian military forces have stopped a British and a Canadian mission from doing relief work In Montenegro are made by Alex Devine of Winchester In a statement he has Just Issued. Mr. Devine describes himself as a friend of Montenegro whose "only interest in that country is that it shall have the chance of determining its own fate a right that has been denied to Montenegrins alone of all the recogjiized allied nations, owing to the forcible seizure of their country by Serbian troops." Mr. Devine denies the report that he is a "paid agent" of Nicholas, formerly king of Montenprn. Mr. Devine alleges that tne cnusu relief mission was prevented from entering Montenegro by the Serbian military forces acting on orders from Belgrade and under threats of violence was compelled to retire to a base in Italy. According to Mr. Devine, the Canadian Medical mission, headed by Colonel Burnham, which had been operating in Montenegro for some time also has been stopped. He states that Colonel Burnham has appealed to the British foreign secretary for protection. Mr. Devine quotes Colonel Burnham as accusing the Serbians of seizing the boats and material of the mission and of terrorizing his people. Mr. Devine says: "Colonel Burnham says that he has been threatened with assassination and that the mission is spied on to such an extent that even the sick are afraid to come to the hospital for relief. The colonel adds:

The reign of terror is complete, there are not many Montenegrins, and in another year there will be none left. The entire country is mourning and it is no longer possible for these people to exist, many have lost their reason and all are in the direst distress. Montenegro is being done to death.' " Zem Zem Committees Will Meet This Week; Important Business Up Important committee meetings for for several evenings of this week, .all to be held in the committee rom at the Masonic club. The arrangements committee, John E. Peltz. chairman, will meet Tuesday, at 7:30 p. m. The parade committee, Howard Rice, chairman, will meet at 7:30 Wed nesday. The decoration committee, George R Gause, chairman, will meet at 7:30 Thursday. A meeting of the wives of all members of the Zem Zem club will be held early next week at the call of Mrs. Howard Rice, chairman, for the purpose of planning for the reception of ladies of Nobles visiting in Kicnmond, on the big Shrine day. New State Freight Rates Not Effective Until October According to announcements made at railroad offices the intrastate increase in freight rates will not be effective until October. The interstate rates went into effect some time ago, but the local increase will have to be thoroughly gone Into by the public service commission of this state. The rate cannot be applied without consent of the state commission. The commission has had the matter of an adjustment under advisement for some weeks now, and probably aw in position to make a final report on it, but the matter of the Illinois rates has to be considered and for that reason the commission will appear before the interstate commerce commission, at Chicago, Sept. 8. The Illinois board will be represented at the hearing. The report of the Indiana board will be withheld until the agreement to rates between that board and the Illinois board has been reached. A hard fight has been on for the last several years by Indiana shippers to effect an equalization of rates in these states, in order that Indiana manufacturers and shippers will not be handicapped by Illinois shippers, who have had a lower rate for many classes of freight. J. A. O. PREUS The digit "8" is the mascot numeral for J. A. O. Preus, whom the Republicans have nominated for governor of Minnesota. First, he was born in 1883 that's two "8's" then they named him J. A. O. Preus Just 8 letters. Just 8 years after he graduated from Luther college Governor Eberhart o f Minnesota appointed him state insurance commissioner. He was :wice elected state auditor for four years each, making 8. On May 8, last, the Republl can state convention indorsed him for governor. But the "8" that made him happiest was January 8, when Mrs. Preus presented him with a bouncing 8-pound boy. Preus, one of the most popular young men who ever held office in Minnesota, is only thirty-seven years old, but he has accomplished a great deal in administrative measures for publio welfare. He is of Norwegian extraction. His grandfather, who came to the United States in 18.50, and his father were ministers of the gospeL Preus's friends are predicting great things for him in national politics about 8 years hence. GERMANS HERE THANK FRIENDS FOR RELIEF WORK As a delegate of the German Red Cross, and of the Zentral Auschuss for Auslandhilfe, Louis Sanne of Hamburg, Germany, has Just arrived in this country. He is accompanied by his wife, an English woman whose former home was in Manchester, England. Mr. and Mrs. Sanne have come to extend the thanks of the German people for help rendered by America during the past year in feeding the under-nourished mothers and children of Germany. At the same time. they will give information regarding the present conditions in that country and explain why it is necessary for further assistance from foreign countries. They expect to tell the public of all the relief work that is being done by all the relief agencies. Arrangements for their visit to the different cities in the United States are being made by the American Friends service committee, 20 South Twelfth street, Philadelphia, Pa,., the American Relief administration, and the central committee for relief of distress in Germany and Austria, New York City. Three Killed, Two Hart In Niagara Wind Cave BUFFALO, N. Y., Sept. 7. Three persons were killed and two injured Monday by a fall of rock in the Cave of the Winds under Niagara falls. The dead are: A. Hartman, 4418 Avenue P, Brooklyn, N. Y.; his wife, Louise Hartman. and Clara M. Faust, 2658 Norwood avenue, Pittsburgh, Pa. The injured are: T. W. Lee, 44 South Twenty-second streets, Pittsburgh, ana Frank E. Haehllng, 83 Clarendon avc nue, Detroit, Mich. The party was on one of the bridges when a slide of shale rock fell upon them. The bodies of the dead have not been recovered and it may take days to dig them out of the debris The identification was made at the office at the entrance to the Cave of the Winds, where visitors register. The roar of the falls in the cave is so great that no warning of the slide of stone could be heard by any of the party. VISITORS AT MODOC KILLED BY A TRAIN NEWCASTLE. Ind., Sept. 7. Miss Merle Adamson, 27 years old, daughter of L. E. Adamson, 1439 West Twentyseventh street, Indianapolis, and Donald Byrd, 32 years old of Franklin, Ind., were killed Monday when a westbound Big Four passenger train struck the Automobile in which they were riding two miles west of here. Miss Adamson was a stenographer in the offices of the Lake Erie & Western railway, Indianapolis, and with her mother and Byrd had spent the weekend at Modoc, Randolph county, visiting relatives. This morning when the party started back Mrs. Adamson decided to take the train and Miss Adamson and Byrd assured her they would meet the train at Indianapolis. Mother on Death Train. Mrs. Adamson was a passenger on the train which struck the automobile. She had a premonition of the impending tragedy and Just before the automobile was hit remarked to a fellow passenger that she felt concerned over the safety of her daughter and told of her trip back home in the automobile. The crossing is not regarded as dangerous. The train was in charge of William Haymaker, conductor, and James McEnneny, engineer, both of Springfield, O. The engineer stated he sounded the warning for the. crossing and that the automobile suddenly came on the track in front of the engine. The train ran a quarter of a mile before being stopped and backed. into the city with the bodies. Byrd was prominent at Frankfort.' Indiana Brevities JASPER George Dunbar, 22 years old, shot himself after firing three shots into the body of his sweetheart. Miss Selma Bunk, 21 years old. Both died from the wounds. A lovers' quarrel is believed to have been the cause. SCOTTSBURG Mrs. Lydia Crawford Is to run for county treasurer of Scott county on the Republican ticket at the November election. She was ruled from the primaries by state authorities. SOUTH BEND An innocent bystander, J. L. Kain, white, was seriously wounded when two negroes engaged in a pistol duel. One of the negroes was wounded, but the other made his escape. Both had been drinking whisky which is thought to be the cause of the shooting. ANDERSON When the motorcycle on which Richard Hurley, 17 years old, and Ralph Baker, 20 years old. were riding crashed Into the side of a truck, both young men were thrown to the pavement and seriously Injured. It is thought that Hurtley's injuries are fatal as his skull was crushed. FOREIGN WOMEN NOT YET VOTERS IN INDIANA, RULE The question of whether Indiana con discriminate between men and women when it prescribes qualifications for voters who are not citizens, is a state and not a federal question, according to an opinion the state board of election commissioners has received from the attorney-general of the United States. Consequently, the board points out that under the Indiana constitution, while the federal amendment ha3 placed men and women citizens on a uffrage par, the federal amendment has not affected the constitutional pro visions permitting persons other than citizens to vote. This special class of electors in Indiana is not constituted of citizens, and so is not affected by the federal amendment. The class is prescribed by tho state constitution as males-, foreign born, more than 21 years old, j who have declared their intention to i become citizens. Women, foreign i born, and of the same ages, and who J have declared their intention of becoming citizens, or women, whether foreign born or not, who are wives of men in the special class, can net vote under the Indiana constitution, which in this particular, has not been affected by the federal equal suffrage amendment.
