That it shall be unlawful for any person to drive, operate or propel on, upon or over the Doran Bridge which spans the Whitewater River in the City of Richmond, Indiana, any heavy vehicle or any vehicle containing a heavy load. Section 2. BE IT FURTHER ORDAINED That the provisions of this ordinance shall not apply to or in clude any passenger automobile or any other kind of vehicle used over and upon said bridge for the carrying of passengers, which automobile or vehicle does not at such time carry a load in excess of Fifteen Hundred Pounds, and that the provisions of such ordinance shall not apply to light delivery vehicles carrying a load of less than fifteen hundred pounds. Section 3. BE IT FURTHER ORDAINED That nothing contained here in shall prohibit the use of ' said bridge by the street cars of the Terre Haute, Indianapolis & Eastern Trac tion Company. Section 4. Any person violating any of the provisions of this ordinance shall be fined in a sum not exceeding One Hundred ($100.00) Dollars for each offense. Section 5. This ordinance shall be in full force and effect from and after its passage, and the due publication thereof according to law. FARMERS PROTEST COUNTY BOARD ACT IN TAX VALUATION Realization by Hancock county, farmers of the injustice that will be done to them if the reduced tax valuation of their county board of review Js permitted to stand brought a vigorous protest Tuesday to the state board of tax commissioners. Conditions paralleling those of Hancock county exist In many other coun ties in tne state, and it is believed that when farmers generally see the danger involved in abandonment ol horizontal Increases they will insist on tne retention of those Increases. Under the horizontal clan in Han cock county a lower percentage rate ol increase was applied on farm lands man on city property. This was due to the fact that in the original local assessment of 1919. farm lands wer appraised at more nearly their true casn value man city property. Agents of the Hancock county farmers sent to Interview the RtatA tax board today pointed out that If the state Doara aaneres to its determination to apply blanket increases to whole counties where the horizontal increases have been removed by the county boards, the result will be that farm lands will be lifted to higher valuation than thev were tinder th horizontal plan, while city property win De lower. i Want to Avoid Irregularities. The disparity resultlnar from a coun ty-wlde increase is. what the farmer of Hancock want to avoid, since they declare that they will be playing more taxes proportionally than the citizens of Greenfield will pay. in the light of this analysis. It Is believed that farmers generally in the counties where the rate of Increase on farm land was lower than on city property will demand that the horizontal increases be permitted to stand. It is manifestly morn pmiltnhlA thnn a blank increase applied to all prop erty in the county, and it Is likewise more just than original valuations. If the original valuations wem nor. mitted to stand, the result would be that levies would be Increased and farmers generally would be paying a higher percentage of the true casn value than the city property owner. Srhe representative of the Hancock county; tirmers whe're the 1919 valuations were taken off, asked the state board if the action of their county board of review could be rescinded. May Rescind Action. Fred Sims, chairman of the tax board, informed them that the action of the local boards could be rescinded within the 10-day period provided for consideration of the horizontal increases by the Tuthill-Kiper law. In event any local board should iescind its action, Mr. Sims said, the tax board, in case an order for a county-wide increase has been issued, would immediately cancel it and allow the 1919 Increases to be certified to the county auditors.
