National Road Repairs The Chester pike and the Liberty pike, main arteries of travel north and south, are considered to be in good condition for the application of a top surface, which the highway commission has ordered to be applied. The National road, east and west, hardest traveled of all highways in Wayne county, a direct interstate and transcontinental route, should be resurfaced instead of patched, as the commission plans to do, road experts say. The work, which the commission has ordered done on the four main entrances into Richmond, will cost about $13,000. The money spent for the improvement of the Chester and Liberty pikes will bring1 results and that applied to the improvement of the National road, east and west, will be wasted, in the estimation of highway men. They say the surface of the National road has been worn so badly in the last three years, during which it received no maintenance, that
repairs are futile. This year's work will wear out within-twelve months. A month at least will elapse before the repairs of this stretch are completed. Red tape in the highway commission's organization, lack of co-ordination among units, and a job too big for the commission are regarded as some of the reasons why delays have marked the course of road work in Indiana under the new system. As an example of the red tape system, this may be adduced. Before repairs could be made on the National road, it had to be passed on by two officials, one residing at Connersville, the other at Greenfield, and then it had to be referred to Indianapolis for final approval. Again, the commission will not pay more than 40 cents an hour for labor. Its officials are unable to employ labor at that price in many localities in this state, Richmond being one of
them. The result is that work is delayed and sometimes held up indefinitely. Owing to red tape and the necessity of minor officials awaiting approval of their recommendations before they can go ahead, inefficient re
sults are attained. The $13,000 that is to be spent on the four highways out of Richmond is an example. Repairs to the National road involve an outlay of money that should have been saved. The road does not need repairs, but needs to be resurfaced. It is badly worn. The commission's maintenance policy is unsound if it intends to spend money for repairs on rWds that should first be rebuilt. It's a waste of meny to try to maintain roads that are disintegrating.

Lemuel McMulHn, who had been sur. rounded by authorities in a woods near Dublin, Ind., surrendered after being shot in the left thigh. The case against McMulHn in Justice Bowmaster's court was dismissed and the only charge McMulHn was accountable for was that of resisting arrest.

New Plan Is Suggested For Oxford Water Supply; May Dam Four Mile Creek OXFORD, O., July 29. Engineers have suggested a new scheme in the matter of the ehortage of water in this village. It is now believed that by building a dam across Four Mile creek north of town, a Alteration reservoir will be kept full all the time, and that suffieient water will remain to furnish electric power for the pumps. Daily reckonings of the water supply are being taken for ninety days to ascertain what volume of water the stream will afford. The estimated cost of changing the present system is $75,000, and engineers say that the new scheme will pay for itself in ten years. Look For Wife-Beater. The village police are looking for Arthur Suel, a young colored man who has been in trouble many times. Yesterday Suel is alleged to have beaten his wife and child until their conditions are serious. When Mayor Hughes received word that Suel was supposed to be beating his family. Marshal Sheard could not be located, so the mayor deputized a by-stander and hurried to the scene. Suel escaped. Completes Accounting. After working three weeks on the village accounts covering the last three years, J. M. Howell, state in spector of municipal accounts, finished his work Wednesday. He complimented Clerk Beaton and Treasurer Smith on their books. The only fault he had to find was in certain legal advertising of last year. Several advertisements, he said, had been published more times than was necessary, or than the law allowed. He will call
upon the village solicitor and the
newspapers for an explanation, and j some money may have to be refunded.
Inspector Howell also said he doubted ; whether the village had the right to !
furnish light and water to persons living outside the town limits.
