The New City Officials The appointments made by Mayor Zimmerman, and endorsed by both the citizen's commit

tee and the city council, should put an end to the

bickering between the legislative and adminis

trative departments of the municipal govern

ment and restore that harmonious feeling out of

which comes concerted action on constructive

measures.

Council showed a spirit of reconciliation and a willingness to entertain suggestions made by the citizen's committee, going so far as to ask

the committee to continue its co-operative activ

ities in restoring fully confidence in the whole

administration.

The appointment of Mr. Von Pein, himself a

councilman, to the presidency of the board of publio works, certainly should of itself destroy the suspicion council entertained on the motives and actions of that body. Council owes it to it

self and to this community to get behind the progressive measures, which the board of works

has mapped out, especially the one pertaining to the municipal light plant.

This utility is a valuable piece of property. It3 disintegration would be a calamity. For years it has sold current to the citizens of Rich

mond at cheap rates. The plant is not in such condition that it cannot continue to do so. Its continued service, however, depends in no small degree upon a careful husbanding of its machinery and the purchase of equipment, said to be absolutely necessary by competent engineers, to generate the current demanded in this community. Citizens will now hold council directly responsible for the fate of the light plant. The board of works had high grade engineers make a survey, a competent accountant has made an analysis of its books and its administration, the manufacturers of this city have appeared before council urging prompt action. Assuredly it is up to the council to act. The community is sick and tired of the petty obstructions thrown in the way of progressive

measures, presented to council after competent men have spent weeks of work preparing them. It is surfeited with the comedy that sometimes is

enacted in council chamber. It wants its representatives in that body to forget their petty personal likes and dislikes and center their whole attention on one thing the good of the city.

v J THE LEADER In the first place, a leader Is one who goes forward and takes other people with him. A leader must have ideas. He must eee beyond. He must have the ability to Interpret. He mut have rare courage, lie mustn't know how to wait. ' A leader mustn't know anything about turning back. Leaders must know all kinds of weather and have the courage to face every storm, no matter how fierce or violent. You can't always have a "good time," or live very much to yourself, or bask in ease, if you decide to become a leader. Leaders must, know how to sacrifice for the good of those they lead. Vision is the inspiration of the leader! Trying times always come to the leader. Sometimes he loses his way and then he has to pay from his own reserves. Many times a leader's followers get uneasy, and begin to wane in confidence and some drop out of line. It is then that the real leader shows his mettle, and goes right ahead and leads, anyway.

The leader gives a lot for the per

fume of the roses at the end! But to the leader the reward Is

sweet enough. For his battle is not or principalities but principles: not

for money but for men.

Things are well and good to the honest leader If he feels the warmth

of personal satisfaction at having performed his duty and his privilege. There is a kind of divinity which settles in the deep part of a leader's heart. A leader must lay out his own battle plans. He must be free.

Sugar consists of carbon united with oxygen and hydrogen. The carbon can easily be separated from the other parts, and, In certain experiments for the proudction of diamonds, this sugar carbon has been U3ed. The diamonds so produced are very small and destitute of commercial value, but tbey are real diamonds, and the chemical result would be no greater lntrinslcaly If they were as large as the great Cullinane.
