The county rate is 14.8 against 12.7, per 1,000 Inhabitants, during the month. The birth rate is slightly less than

the death rate for the month, or 14.6 per 1,000. The state average is 19.3. The Richmond death-rate Is 13.2 for the month, against 12.7 for the state. The birth rate is 12.3. far below any other city of Richmond's size in the state.

EXTEND TIME FOR FILING OF INDUSTRIAL RETURNS An extension of time to July 15 has been made by T. J. Stuart, state agent in charge of the census of manufacturers for the filing of returns. The returns are required from all business establishments and failure to make the return places the agent, receiver or whoever is at the head of a business liable to imprisonment for one year and a fine of not more than $10,000. It Is not known whether any Wayne county firms are delinquent.
