As the expenditures ;f the city increase more money to pay the bills must be raised. This can be done only in two ways. First, by direct' and . indirect taxation; secondly, by the floating of bonds. But no matter how the money is raised to pay the city's expenses, the taxpayer foots the bill. He has no vicarious substitute. -, - y When the tax rate of a city has reached a high figure, and it is against public policy to increase the bonded indebtedness of a municipality, good business judgment dictates one word economy. Interest rates on bonds are too high to justify an issue unless it is of paramount importance to the safety and prosperity of the city. A review of the tax situation, presented yesterday in the news columns of the Palladium, shows precisely how vital is the adoption of a policy of economical expenditures in city affairs. Richmond might make many improvements that would redound to its welfare, but the city council, in view of the strained condition of the treasury, should approve only the most necessary ones. This program, even if rigidly adhered to, will not hamper the city's growth. In fact, a judi
cious curtailment of expenses would be a posi-' tive selling point. Manufacturers and business men no longer expect to be bribed byxa bonus to establish industries in a city. The era of industrial expansion by the way of the bonus and subsidy system has passed. Shrewd and careful business men are not looking for bonuses, but are scanning the tax rates, inquiring about utility rates and studying housing facilities to obtain decisive data for the location of their industrial plants. A high tax rate and excessive charges for power and light will drive away more prospective plants than a $1,000,000 industrial fund can attract. Manufacturers know that tax rates habitually increase instead of decrease. They are skeptical about cities in which a tax rate does not provide" enough money to cover the appropriations which extravagant authorities vxte heed-, lessly and needlessly. A city administration that spends money, raised by taxation, wisely and in pursuance of a definite plan of city development, is an asset to the community itself and an outstanding feature which manufacturers are quick to note. To render glue insoluble in water, hot or cold, add a few crystals of bichromatic of potash to the water with which the glue is being dissolved for use. After a part has been glued expose it to the light. For most purposes about one-fiftieth bichromatic of the amount of glue used will be sufficient. Therefore, glue containing potasium bichromate becomes insoluble when exposed to light and allowed to harden thoroughly. Another method of making waterproof glue is to soak ordinary glue in cold water until it softens and remove it before it has lost its primitive form, that is, before it runs into a mass, which is the test of the right degree of the absorption of water. After this dissolve it in linseed oil over a slow fire until it comes to the consistency of jelly. This glue can be used for joining any kind of material and in addition to strength and hardness, it has the advantage of resisting the action of water. G. S. Rooms are crowded to capacity. The accumulation of many years of neglect has precipitated a crisis, which only heroic methods can remedy. It would be false economy and poor business judgment to prevent the school board from carrying out improvements. Good schools are an essential necessity of community life. The board must be provided with ample funds to enable it to rehabilitate the system.
