COUNCIL TO TAKE FINAL PLANT IMPROVEMENTS

The city council will hold a special Session next Monday night, June 14. when final action will be taken on the I roposed improvements at the municipal light bond. Council will also act upon the suggestions of the city attorney relative tc a bond issue to cover the cost of the improvements in case they decide to install them. Benjamin Perk, the expert accountant employed by the city to investigate 'he financial status of the light plant. Informed the council that a revision of rates was Imperative in order to avoid a deficit at the end of 1920. Mr. Perk pointed out that the plant was now paying $6.91 a ton for coal. He explained that the advanced price paid for coal and the anticipated Increase of 30 per cent in freight rates would canse the operating expenses of the plant to exceed the income. This condition would be true, he said, even If the council did not spend a penny for improvements. Appropriates $500 for Survey. The council made an appropriation of $500 for the expert accountant to make a survey of the consumers of power and light preparatory to a petition for a general raise in rates. Harry Gilbert, chairman of the board of works, presented the board's recommendations for the light plant improvements. The report showed that the experts employed by the city recommended the installation of two 5,000 kilowatt turbines. The report favored the adoption of two turbines, one to te installed now and the other whe. the financial status of the city would be improved. A number of business men and representative citizens who were present, said they were In favor of the Installation of not less than. one 5,000 kilowatt turbine, although the installation would mean a higher cost to the consumer. Platoon Ordinance Passes. The board of works also presented on ordinance recommending that the platoon system be inaugurated in the flre department on August 1. Council approved the ordinance. An ordinance transferring $6,500 from the streets, pnrks, and alloys fund was introduced. The ordinance will take the usual procedure. Byram Robbins, city attorney, warned the various heads of departments that important changes should be anticipated at the time when the budget for the city's expenses was made up. In that way, he said, the cost of the changes could be provided for in the tax levy and the city could avoid in"Rivals" is Presented At Earlham; Costumes and Acting Charm Audience Beautiful costumes of the eighteenth century, attractive settings of the same nee, made the revival of "The Rivals," by Sheridan, one of the interesting productions of commencement week of Earlham college. A large audience witnessed the play in the chapel Mondayevening. "The Rivals" is one of the old comedies, in five acts. The cast was made up of members of the Phoenix and Ionian literary societies of the college. All of the parts were well taken. Violet Hawkins as Mrs. Malaprop carried the show. Her misapplication of big words was a source of never ending amusement to the audience. Ruth Jerome, as Lucy, displayed clever acting in her representation of the maid, Burk Mendenhall as Faukland, imd Paul Whitely as Bob Acres interpreted their parts well. Ellen Newkirk as Julia and Madge Herringlake as Lydia, presented attractive appearances in their pretty costumes. Edwin Teale as Captain Absolute and Leslie Pennington as Sir Lucius O'Trigger spoke their lines well. Other parts well taken were James Thorpe as Sir Anthony Absolute, Julius Tietz as Fag, Paul Taylor as David, and Vernon Hinshaw as Thomas. Congressmen Fail to Fill Statements of Expenses (By Associated Press) WASHINGTON, June 8 Getting nominated for congress is cheap despite the primary system, according to expense statements filed by candidates with Tyler Page, clerk of the house of representatives.
