SHORTAGES HOLDING UP BUILDING WORK OF CONTRACTORS " Shortage of labor, delay in shipments of equipment and bad weather have united In delaying construction of several buildings in Richmond. ' Active operations in the new factory building of the Adam H. Bartel company on South Eighth and B streets, will not be started until Aug. 1, according to A. H. Bartel, president. Exterior construction has been completed. Interior construction and installation of machinery and other equipment prevents operation. The railroad strike and delays in shipping have slightly halted other buildings. The first "heat" in the new foundry building of the Swayne-Rob-inson company has been delayed because of non-arrival of important equipment. The Himes Dairy building on South Sixth street, is also held up. Oarage Walls Built. Outer walls on the Manlove and Wilson garage on South Seventh street have been built. Contractors in charge will not predict how soon building will be completed. Work on the Romey furniture building on Main street is behind schedule. Labor shortage and difficulty of obtaining materials are causes. Rapid progress is being made on the Webb-Coleman garage on North Ninth street. A huge steam shovel is being used for excavation work. The Hoffman Construction company has charge of the work. This construction company is the same that is building the Romey building and which has built the Stelnhart building on North Tenth.

Richmond Lags in School Centers, Says Sage Report Richmond has a school center for every 22,324 persons of its population according to a report just issued by the Russell Sage Foundation through its Department of Recreation. How this city compares with some other municipalities of the state in respect to the plentifulness with which these neighborhood meeting-places are provided for popular use is shown by
j the following figures. The number in
eacn case indicates now many people
would have to be accommodated by a single center if everybody in town attended a center the same evening. Here they are: Columbus, Ind., 4,406; East Chicago, Ind., 6,366; Fort Wayne, Ind., 5,812; Whiting, Ind., 6,587. The total number of centers listed in the report, .which is called "The School Center Gazette," is 667 and
they were reported by 107 cities rep
resenting 26 states, Alaska and the District of Columbia. Clarence Arthur
Perry, the compiler of the report, be
lieves that it includes practically all of the cities which have real school center systems.

Says Cheaper Shoes Will Be Sold by Next Winter WASHINGTON', May 27. Lower f.boe prices late next winter and spring were predicted by Edward A. Brand, Secretary of the Tanners' Council of the United States, testifying before a Senate committee of inquiry. Tanners and manufacturers believe prices will fall by that time, Mr. Brand raid, because of the recent decline in leather prices. This decline could not sooner be reflected in shoe costs, he paid, because shoes are made up far in advance of the season in which they are offered on the market.
Every large town in India has its Delhi Warwaza, or gate opening in the direction of Delhi, which was to the whole country what Mecca is to the Mohammedan.
