PRESIDENT REBUFFS BILL; SAYS CONGRESS WOULD USURP POWER

WASHINGTON, May 14. President Wilson Thursday vetoed the legislative, executive and judicial bill. The president said he returned the bill because of the section putting under congressional control all government publications. This section, the president said, would give congress a "censorship" encroaching ou executive functions. As soou as the veto message was received at the capitol, and before it was presented td the house. Chairman Good of the appropriations committee, conferred with other Republican leaders and it was decided to refer the bill and veto message to the appropriations committee. Printing Control Sought. The section of the bill at which the veto was aimed provides that "No journal, magazine, periodical or other similar government publication" shall be issued except under regulations prescribed by the congressional joint committee on printing and a proviso is added including in the category

"mimeographing, jnultigraphing and' other processes used for the duplica-J

tion of typewritten and printed matter, other than official correspondence and office records." "The obvious effect of this provision." said the president, "would be lo give to that committee power to prevent executive departments from mimeographing, multigraphing or otherwise duplicating any material which Hiey desire, and in that way would determine what information shall be Kiven to the people of the country by the executive departments. Without raising any constitutional question, I think that this section which would Kive the congressional joint committee on printing power to exercise censorsnip over the executive departments is an encroachment on the functions of the executive and incompatible with good government." "I am in entire sympathy with the efforts of congress and the departments to effect economies in printing and in the use of paper and supplies, but I do not believe that such a provision as this should become law." Suggests Attention to Budget. "If we are to have efficient and economic business administration of government affairs, the congress, I believe, should direct its efforts to the control of public moneys along broader lines. . . This can be accomplished by the enactment of legislation establishing an effective budget system which I have heretofore urged." "The congress and the executive should function within their respective spheres. The congress has the power and the right to grant or deny an appropriation, or to enact or to refuse to enact a law; but once an appropriation is made or a law is passed the appropriation should be administered or the law executed by the executive branch of the government." "I regard the provision in question as an invasion of the province of the executive and calculated to result in unwarranted interference in the pro- ' cesses of good government, producing confusion, irritation and distrust. The proposal assumes significance as an outstanding illustration of a growing tendency which I am sure is not fully realized by the congress itself and certainly not by the people of the country-"

TEFtRE HAUTE Virgil K. Morris, 22 years old, son of Mr. and Mrs. Willlam Woods, and a student of Rose Poly, was fatally injured when the motorcycle which he was riding collided with a track. Morris died several minutes after the accident. SPENCER Richard Lieber, director of the department of conservation, stated in a speech here that "there is nothing wrong with the unrest, abroad in the country today, for without unrest there would be no future progress but decay."

Methodist Church Breaks Precedents of Centuries, In Conference Decisions "History was made today," writes O. F. Ward to the Palladium, In a letter dated May 11. He Is attending th general conference of the Methodists In Des Moines, Iowa. "For 24 years the subject of giving the negro a separate general superintendent has been broached in the quadrennial conferences, each time until today, it has failed. The committee on Episcopacy reported by a vote of 191 to 1, recommending that this general conference elect two negro general superintendents. The report was unanimously adopted. "The same committee recommended

that the title of missionary bishops be eliminated, and that all such officials be elected general superintendents and assigned to foreign fields.

This will give India, China and Africa a supervision they have not had be

fore. "The question of changing the dis

cipline on amusements has not come up, although J. Henry Smythe, head

of the Dancing Masters Association

of America, appeared before the committee and made a plea for the change. "An important feature of the conference was the asking for all orders of the church to apply to women.

COLUMBUS Authority was granted by the Ohio Public Utilities Commission to Increase the business rates at Akron $1 a month. The beneficiary of the ruling is the Ohio State Telephone Company.

SPUD PLANT SHORT; BEAN AREAS DECREASED WASHINGTON", May 14. A five per cent reduction in the acreage planted to potatoes and a 29 per cent falling off in areas devoted to beans were indicated for this season in reports just received by the United States bureau of markets from its field agents. High prices for potato seed and the shortage of farm labor were given as the principal reasons for the reduction in potato planting while the unratisfactory market for beans caused a smaller acreage planted to that crop.

WIRELESS RESTORED (By Associated Press) PARIS, May 14. Wireless messages are again being received at Eiffel tower from the Moscow wireless station controlled by the Russian Bolshevik government. Communication with Moscow was interrupted early this week and messages received since it has been restored state that Moscow station was damaged by an explosion in an ammunition dump.
