Miss Bessie Agnes Dwyer. Miss Bessie Ajrnes Dwyer, lawyer, librarian and lecturer on the Philippines, has beenSpamed as delegate to the national Democratic convention at San Francisco by the Democratic party of the Philippine islands. Miss Dwyer spent sixteen years in the Philippines in the service of the insular bureau. She returned to Washington in 1919 and since then has been traveling about the country speaking before women's clubs and other organizations about the Philippines.

The Closing feature of the day s activities was declamatory contest. The judges awarded John Maze, of Brownsville, the gold medal. He used as his selection "Mrs. Rastus at the 'Phone." The silver medal was given to Miss Josephine Nicoum, of Liberty school, for her conception of "Her First Trip to the Butcher's." Clifton school won third place, or a bronze medal, by Its representative, William Leonard, who gave "Take Keer of Yourself as his

number. The schools cf the county were all well represented and the judges found it difficult todetermlne the winners.

America and went to Boston, where he started to practice larw. But the state department called him again, and

again he went to Washington, where he served as third assistant secretary of state from March, 1914, until 1917, and was second assistant secretary cf state from 1917 until his recent appointment as minister to the Netherlands. Phillips, depite his 42 years, retains the complexisn and physique of a colleathlete.
