The First Line of Defence "The public school is the cornerstone of American democracy," says the Philadelphia North American. "It is the first line of defense of the nation in time of war, and the fundamental safeguard of its institutions in time of peace. Adequate support of the school system is not, therefore, a mere matter of sentiment or expediency, it is an imperative -demand of self-preservation.
