Vice Probe (By Associated Press) NEW YORK, April 8 Four indictments were promised today in the viceprotection" inquiry being directed against the police department by Assistant District Attorney James E. Smith. He announced that 21 witnesses had been subpoenaed to appear before the grand jury this morning and that by "4 o'clock he expected to hand up the indictments to Judge Malone in general sessions. Those whom he expects to indict, he said, are "a police official above the rank of Captain," the proprietor of a tenderloin resort, and two police detectives.

CAN'T RAISE RENTS, ULTIMATUM OF MINERS; MEETING BREAKS (By Associated Press) PITTSBURGH, Pa., April 8. A conference of representatives of United Mine Workers, district number five, and coal operators, held here today to consider arrangement of President Wilson's wage settlement, broke up shortly before noon.
The break came when the operators submitted a proposition to increase the rent of miners homes. The miners' representatives, refused to listen to :
the proposals and th conference broke up. No date has fceen set for another nreeting.
Jos. Torbeck, Drug Clerk, Widely Known, Is Dead Joseph H. Torbeck, 42 years old, died of complications of diseases at his home, 420 South Fifth street, at
9 p.'m., Wednesday. He was born iu Richmond and lived here all his life. For many years he was a pharmacist with the Fihe Drug copmany and lately with the Quigley company. He never married. He was a member of the Entre Nous club and the Knights of Columbus. He is survived by his parents, Mr. and Mrs. Henry R. Torbeck, two brothers, William of Rome City, and Harry B., of this city; and two sisters, Misses Mary and Flora, also of this city. Funeral services will be held in St. Andrew's church at 9 a. m., Saturday. Burial will be in St. Andrew's cemetery. The Rev. F. A. Roell will officiate. Members of the Knights of Columbus will pay a visit to the deceased brother at 7:30 p. m., Friday.
Soviet Will Restore All Concessions to China, Is Announcement at Irkutsk PEKING. March 21. Restoration to China without compensation, of the Chinese eastern railway and all mining and forestry concessions and privileges seized by the former Russian imperial regime, Alexander Kerenski, Generals Horvath and Semenoff, and Admiral Kolchak, is announced in a note to the Chinese government from Soviet authorities at Irkutsk. The
note also renounces indemnities arising out of the boxer rebellion. "All acts of violence and injustice committed against China by Japan? the allies and former Russian governments" the note says, "will be attoned for." The communication purports to be signed by M. Janson, delegate of the c ouncil of commissaries in Siberia and the far east at the direction of M. Harakhik. commissiary for foreign af
fairs. The Chinese foreign office, however, is not inclined to take it seriously, doubting the authority of the Soviets to make renunciations.
Poland Impatient With Reds (By Associated Press) WARSAW, April 7.PoIand awaits a reply from the Russian Bolshevik! government relative to the proposed peace conference between the two countries, and believes further exchanges of notes concerning an armistice and the place where the conference will meet are useless, said a wireless message sent to Moscow by M. Patek, Polish foreign minister today. This note may be the last.
