RICHMOND'S CENSUS ONLY ONE IN STATE ANNOUNCED IN WEEK

WASHINGTON. March 29 Seventy-

cne cities, including Richmond, Ind., j learned the past week just how big :

they are. Some showed a bare gain, while two or three cities boast of an increase in population for the past decade as high as 144 per cent. Richmond's new population figure is

26,728, a gain of 19.7 per cent for the i

past ten years. It is Interesting to rote that Richmond's gain between 1910 and 1920 is almost the same as its gain between 1900 and 1910. The city's net gain in men, women and children for the past decade is 4,404, while the gain for the preceding decade was 4,09S. Richmond, while its increase is steady rather than sensational, is known as one of Indiana's most substantial cities. Just why people should flock to Brighton. Ala., or Warren. Citizens Urged to Build Homes Without Delay (CONTRIBUTED) A certain, even though limited, amount of home building must and will be done in every community, irrespective of the increased cost of materials and labor. The incessant and peremptory demand for homes makes this necessary. If everything was cheap, or even normally so, and had been for several years, there would not be the present scarcity of houses, because the supply would have kept pace with the demand. The problem can not be successfully and economically solved in a month, nor In one season.

In no line of activity can the accumulated non-production of four or

five years be overcome in one year by any reasonable make-shift whatever. To face the problem as it stands, and make ud for the non-production as

rapidly, economically and scientifically as possible is the only answer. ' The man who can afford only a

who are earning more than formerly can afford to build, and the home he vacates houses ' another family immediately, and so on, automatically, all down the line.

Resigns as Head

BY reasons of failing health. Dr. Edmund J. James has resigned as president of the University of Illinois. "I have wept useless tears at having to give up, but it is of no use," wrote Dr. James in

tendering his resignation. "I cannot go on and do justice to the institution." Dr. James, who has been the only native Illinoisan to head the institution, has been president of the University of Illinois for 14 years. He was the fourth to hold the office and succeeded Andrew S. Draper.

During his period of service he has seen the annual enrollment increase from 3,000 to approximately 9,000. He was born In Jacksonville, 111., on May 21, 1855. During his educational career he held positions at Evanston High school. Model High school. Norma., 111.; Wharton School of Finance and Economy, University of Pennsylvania, University of Chicago, ' and Northwestern from 1902 to 1904 and was appointed head of the University of Illinois in 1905. When the United States entered the war in 1917 he offered the facilities of the university to the government. He directed the establishment of schools for the manufacture of warfare chemicals and military aeronautics of the university's S. A. T. C, which had an enrollment of 3,033.

HOME BREW CONFISCATED. MUNCIE, Ind., March 30. Thirty gallons of home brew were confiscated by Sheriff Hiatt and deputies when they raided the home of Samuel Cline, near the business district of the city. Cline pleaded not guilty to the charge of operating a blind tiger when arraigned in the Circuit Court today, and furnished $1,000 cash bond for his appearance.
