t H. G. L. QUESTIONNAIRE The advisory committee on policies and platform of the Republican national committee has instituted a comprehensive study of the entire sub-. Ject of the high cost of living. The study Is being made through a questionnaire, prepared with the greatest care, which will produce all the facts aa well as the viewe of men and women best qualified by training and experience to recommend the measures . which should be adopted to correct the evils from which the country is suffering. The data resulting from the questionnaire, supplemented by information obtained from congressional and other government sources, will be collated and presented to the resolutions committee -of the Republican national committee, Hhua enabling that com'mlttee tomake explicit and authoritative recommendations to the convention. The questionnaire is in the form, (1) of a preliminary statement on actual conditions prepared without bias, and (2), of numerous questions designed fiolely to elicit information and opinions with respect to every phase of the problem.-

Fingerprints May Be Forged Says Expert; Demonstrates Scheme NEW YORK Officials of the International Association for Personal

Identification here, an organization having for its object the "finger printing" of every man, woman and child in the United States and Canada, have started an inquiry into the charge made by Milton Carlson, a Los Angeles handwriting expert, that finger prints can be forged.

Carlson says he "forged the finger prints of a convicted murderer in New Jersey in human blood on a butcher knife, making a perfect thumb impression of a man 3,000 miles away. Experts, it is said, pronounced it perfect. So far as known, the Californian is the first man to announce successful duplication of fingerprints, used for the last 1,000 years as an infallible means of identification. Forged finger prints are possible, but ineffective, it is said by officials of the International Association for Personal Identification here. "A criminal," said the secretary of the association) "would not have one chance in a million of success in fastening a crime upon an innocent person by means of a forged finger print. Our researches show that in every case of a reproduced "print the lines are too palpably false to deceive a skilled eye. They show up under a strong magnifying glass like a rubber stamp or wood engraving and not like the original finger lines which, by reason of perspiration and oil, are clear and sharply defined. "Handwriting experts may attempt to discredit finger prints because their use detracts from their business, but the fact remains that 'hurrxin seals,' as the finger prints are called, are an unfailing test so far as Identity is concerned. They have practically superseded the Bertillon system in New York state, but, until the law is changed, the Bertillon must be used in the penitentiaries .When the lines are blurred, as often happens, a finger print is worthless, but if they are clear it is Infallible evidence. It has been shown that if the finger ridge3 were shaved off or sand papered they came back. "It is popularly supposed that finger prints usually are only shown in blood. The fact is that you leave a finger print upon everything you touch. It is quite invisible to th

Hundreds of individuals who come to New York and are swallowed up in this great city, their 'bodies finally landing in the morgue, might never be buried in the potter's field if we had a national finger print registry of civilians." The New York finger print organization officials say that despite Mr. Carlson's charge, genuine finger prints are an invaluable aid to identify victims of train wrecks or other disasters, and for ascertaining the identity of persons who have temporarily "lost" themselves.

APCORDING to recent dispatches from both London and Ottawa, General Sir Julian Hedworth George Byng, who distinguished himself during the world war, will probably soon

be named governor general of the Dominion. His appointment, it is believed, would be a fitting recognition of the very great services he has rendered the empire during the past 37 years. General Byng is the seventh son of the second Barl of

Strafford, and was born in September 1862. In 1902 he married the only

child of Sir Richard Roreton, K. C V. O., Marie Evelyn. She Is the author of "Barriers," "Anne of the Marshland" and other English novels, father well known in America. The Byng home is .Thorpe Hall, Thorpele-Soken, Essex. When General Byng was 21 he joined the Tenth Royal Hussars, and within a year had started his career of active service. He served in the Soudan expedition of 1884. being present at the actions of El Tab and Tamai. He distinguished himself in the pursuit of De Wet during the Boer war and fin-

jished the campaign with the rank of

colonel. He landed In Belelum in October.

1914, in command of the Third cavalry

division, and he accompanied the immortal Seventh-division in the retreat from Antwerp to Ypres. Throughout all the great drama of Ypres, Byng's cavalry division played an important and sometimes decisive part. In May, 1915, General Byng succeeded i General Allenby in command of the cavalry corps, and the second battle of Ypres found him on familiar ground. Then came the interval of the Dardanelles, where he took over the command of the Ninth corps, and in February, 1916, he returned to

teenth corps, then the Canadian corps. During the latter years of the war he became known as one of the most brilliant of corps commanders. It was under his leadership that the Canadian troops fought so gallantly at the taking of Courcelotte, in many a desperate action on the Thiepval Ridgp. in the battle of the Somme,

and in the storming of Vimy Ridge in April, 1917.

More than 23,000 workmen were employed at the Merchant Shipyard, Harriman, Pa., last year in order to maintain an average working force of 7,000, making the labor turnover for the year 334 per cent.
