CITY WILL EMPLOY
ENGINEER TO SURVEY LIGHT PLANT NEED
- Coundil, in special session Wednesday night, unanimously adopted an ordinance employing an expert electrical engineer, with assistants, to make a careful survey of the municipal light plant. The ordinance provides an expenditure of $600. C. C. Brosman, of Indianapolis, an electrical engineer, -who Is well known over the state and middle west, may be the engineer. Council also voted to stand back of the board of works in whatever action the board might take for the extension and Improvement of the plant, after a report of the expert has been made. It is thought that approximately six weeks will be consumed in the survey. To Make Complete Report. The amount of current used by fac
tories and other commercial consum- ' ers of the plant, the population of the city and the possibilities for increased - current will form the nucleus of the engineer's report. A number of city officials present thought It would be Impossible to get the machinery needed for less than $200,000. They base their opinion on estimates. The board of works will take no action until the engineer's report Is filed. The question was again brought up regarding the size of the proposed additional unit for the light plant. Wants Bigger Unit. Superintendent J. P. Dillon again championed the 5,000 K. V. turbine unit. Figures furnished by the Westinghouse Electrlo Co., taken from
rf- actual tests, and presented by Dillon 'C showed, he raid, that a unit of 5,000 ' K. W. calibre could be operated at onehalf of the load of which it is capable, cheaper than a 3.0Q0 K. W. unit could be operated at full load. It was also said that If a smaller unit was installed, such as a 3,000 K. W. turbine, it would be but a question of time before another addition to the plant would be necessary to accommodate the predicted increased demand. After the adjournment of council the city body, as a committee of the whole; the board of works; the mayor; the city attorney, and other persons invited, went into star chamber session, presumably to discuss the contract of the Liberty Light and Power company.
Robert Ashe, who operates the company, which supplies current for several towns in the vicinity of Richmond, has a contract which calls for nn unlimited supply of current with the city plant, ana various city officials have advocated a limit to the power to be given A6he, saying that his contract is a detriment to the city. It is understood that Wilfred Jeseup, attorney for Ashe, said that the contract was an asset rather than a liability.

Oxford Mayor Oasts Band of Wanderers OXFORD; O., . March 25. Mayor Hughes yesterday caused the arrest of five gypsies, John, Charles, Mary, Mamy and Sophie Lovett, who have been camping near town for several days. The women had been telling fortunes. They were lined $10 and costs each, and were given three hours to get out of town and stay out. Elect Officers. Oxford college girls yesterday elected the following officers for their Y. W. C. A. next year: President, Miss Ruth Bateman, of Boonvllle, Ind. ; vice president, Miss Esther Symons, of Adena; secretary. Miss Kate Englehardt, of Collier, W. Va.; treasurer, Miss Pauline Armes, of Litchfield, Ky.

Talks to Drygoods Members. Co-operation in all lines of business to allay the present unrest and efforts to drive out of business retailers who practice unfair methods, were urged by Stanley Wyckoff, fair price commissioner for Indiana, at the closing session of the quarterly meeting of the Indiana Retail Dry Goods association at Indianapolis. Mr. Wyckoff discouraged the practice of comparative advertising as
u?ed by some merchants. Federal investigators are said to be at work in every state Investigating comparative advertising and will report their findings to the press and the Federal Courts when irregularities appear. The Federal investigation will be extended to all matters In which there has been profiteering, according to Mr. Wyckoff, and the responsibility of reporting such cases lies with all who have knowledge of them, Richmond men who attended returned Wednesday night.
Jewelry Found In Tin Can. CONNERSVILLE Ind.. March 25. Fifteen hundred dollars' worth of jewelry buried in a tin baking powder can, was .dug up in a woods three miles northeast of Connersvllle early Wednesday by officers, accompanied by Huston Henry, 39 years old, who admitted having possession of the Jewelry and led the officers to the place he had buried it. The Jewelry Is alleged to have been
stolen from a safe in the office of the American Railway Express office here last August 21. H. J. Biderman and Thomas B. Birk, detectives of the express company; George Koch, chief of police, and E. Ralph Hlmelick, prosecutor, obtained information which resulted in the arrest of Henry.
