"HOW DO WE VOTE?" QUESTION ANSWERED Since the enactment of the first registration law in Indiana which became effective in 1912, the law has been changed or amended so much that the average voter sometimes becomes bewildered and does not know when or how often he must register to be entitled to cast his ballot. Two years ago all voters were obligated to go to the court house to register or send their application to the county registration board. This method was very unpopular and many voters would not take the time to register. It was also expensive as four members of the registration board were paid $5 per day for six months' service. The general assembly of 1919 repealed the old registration law and enacted a new law of which the following is a brief synopsis. Registration Board Named.

A registration board composed of one inspector and two clerks will be appointed by the county commissioners, the clerks from the two political parties that cast the highest and next highest vote at the last election. There will be one board for each precinct in the county and wherever possible the rooms for registration will be the same as those used on election day. There will be two days for registration, Saturday, the 59th day berore the election, and Monday, the 29th day before the election. This will give all voters who move from one precinct to another an opportunity to register. All of the registration boards will be in session from 1 p. m. until 9 ;p. m., on each registration day, and 'after the time for receiving applica

tions for registration is past the board will remain in session until all of the

work is completed. The names of male and female voters will be record

ed on separate pages on the registra

tion reqord.

Must Sign Application. Before the voter can be registered he must fill out and sign an application for registration. Any person who Is entitled to vote at the election and who from sickness ,or other cause cannot go in person before the registration board may mail or send his application by filling out the proper registration application which shall be sworn to before a notary public or witnessed by two voters of the precinct who shall certify that they are acquainted with the applicant and know that he is the person he represents himself to be and that (his statements are true. Secretary Colby Asks Publicity on Inquiry WASHINGTON, March 24. Bainbridge Colby, who became secretary of state today, has written a letter to Senator Lodge, chairman of the senate foreign relations committee, asking that the evidence taken by the committee on the subject of his confirmation be made public, if it is in accordance with the usual practice. Violated 14th Amendment CLEVELAND, Ohio, March 23 Holding that the new graduated horsepower license fee law passed by the last legislature is in conflict with the fourteenth amendment to the federal constitution, officers and trustees of Vy the Ohio State Automobile association today unanimously voted to carry the case to the United States supreme ' court. It was agreed unanimously that the measure not only discriminated and Imposed double taxation on motorists, but that it would fail to inrease revenues for highway and street maintenance and repair. It is charged that the law is imperfect and full of inconsistencies. Among those at the meeting were Jacob L. Will. C. D. Saviers and C. C. Janes, of Columbus; Frank Collucci, .Lima, and Rev. Joseph H. Dodshon, .Zanesville. Zanesville was selected for the animal convention, May 28.

REFUSE TO SIGN PETITION. SHELBYVILLE, Ind., March 24. Prosecutor George Tolen has refused to sign a petition for the release of Otto Price from the State Prison, when Mrs. Price came here from Indianapolis to ask him to sign the paper. Price was sentenced from this county for burglary front two to fourteen years, being one of the Price gang, at whose home valuable loot, which had been stolen in different parts of the county, was found. His father, Sam Price, and brother, Lee Price, were sentenced for grand larceny at the same time and have been paroled. Otto Price escaped at the time the other two members

were arrested and was later found in Kentucky, where he had married a young girl.
