STATE TOWNS ARE PROUD OF GROWTH SHOWN BY FIGURES

WASHINGTON, March 22. The United States Census Bureau is no reepector of cities. It is trampling on the pride and boasts of many cities as it reveals official census figures from day to day. . Every proud inhabitant of every proud city is prone to brag and exaggerate a bit when you ask him the population , of his home town. But along comes the United States census, taken each decade, and shatters the hopes and ambitions and exaggerated claims of many cities. Less than a dozen Indiana towns . and cities have received their count so far. Muncie, much to the envy of her old rival, Anderson, has shown the greatest gain of any of the Indiana cities yet announced. The Mun- , cie-Anderson figures were announced 10 days ago. Newcastle Still Growing. The figures of last week revealed

that Newcastle, Ind., over which George A. Elliott, newspaper editor, presides as the mayor, is still enjoying a healthy growth. It now points with pride to Uncle Sam's count of 14,458 inhabitants.. This is a gain of 63.1 per cent over the figures for ten years ago. Twenty years ago it was a town of only 3,406 men, women and children. But between 1900 and 1910 it had a growth that represented a gain of 177.3 per cent. Its gain in the past ten years has not been quite so reinarable, but sufficiently .large to prove to the world that it is "healthy, vigorous and still growing. Locally it is known as a city of pride, two good newspapers, plenty of Republicans, one editor who is the mayor, and a second editor who is a state senator. gain of 16.5 per cent in comparison with the 1910 count, Lafayette Alive Lafayette, Ind., isn't booming, but it can point to the census figures announced this week as evidence that it is alive and growing. The preliminary official count credits the Purdue University city with a population of 22,456, a gain within the decade of 11.8 per cent. Y., being an exception, so far reported shows an increase in population, leads to speculation as to whether the agricultural sections, when finally reported, will show a decrease. St. Paul, Minn., 234,595, an increase of 19,851, or 9.2 per cent over 1910. Albany, N. Y., 113,244, increase 13,091, or 13.1 per cent.

10,842, or 44.6 per cent. Watervleit, N. Y., 16,073, increase

999, or 6.6 per cent. Rensselaer, N. Y., 10,823, increase 112, or 1 per cent.

MAY 1 LIMIT ON REASSESSMENT PLEA

Application for reassessment of real estate will be received by the state board of tax commissioners from any taxpayer before May 1, the board has

announced. Where a taxpayer believes his real estate has been assessed at less than its true value, he may appeal for a change before April 20. The county assessor, treasurer, auditor or any two

of the three, may make an appeal independent of a taxpayer. The board also has initiative of its own in such cases. Ruling of the Board. The board's rule covering the applications says: "An application for reassessment

shall contain: (1) The description of

the property; (2) the name of the taxing unit wherein it is located; (3) the assessed value; (4) the true cash value of same March 1, of the cur

rent year; (5) waiver of the notice required by the provisions of Sec. 152 of 'An Act Concerning Taxation.'

approval of the county assessor, coun

ty auditor and county treasurer, or

anytwo of these officers of the county wherein such real estate is located.

On receiving such application duly verified, if approved by the board, the board will order a reassessment of the

real estate to be made by the proper local assessing officer. Such officer shall assess the said real estate and notify the owner of the amount of the assessment made. Gilmer, of Bethel A. M. E., was elected to act as chaperone for the boys. The conference will be atentded by at least 300 boys of the colored Sunday schools of the state, and an interesting program has been prepared.
