COLBY WILLING TO TESTIFY, HE SAYS
WASHINGTON. March. 17. Bainbridge Colby, nominated by President W ilson to be secretarv of state, accepted an invitation Tuesday to appear before the senate foreign relations committee Thursday, to make a statement regarding certain questions which are delaying his confirmation. The committee's action is underrt.ood to have been taken by common consent of Republican and Democratic members as a result of information gathered in secret hearings on Mr. Colby's qualifications to head the ftate department. The nature of his information was not divulged, however, and it was said that the state
ment to be made by him would bej

A transcript of all the testimony taken by the committee, including that given Tuesday by Herbert Parsons, a New York lawyer, is said to have been sent to Mr. Colby along with the committee's invitation. The nominee at first had been invited to appear Tuesday, but sent word that it was impossible to reach Washington. Five Witnesses Heard. The nomination has been awaiting action since February 25, and five witnesses. Including Brigadier General Maryborough Churchill, chief of army intelligence, have been heard. Meantime state department officials have declared the post of secretary of state vacant under a statuory limitation, with the result that certain work del
egated by law to the secretary, including the signing of passports, is Btill at a standstill.
How to Get the Soil in Shape, Information Given to Thrift Gardeners If your thrift Garden plot was worked as a garden last year, its preparation for this year's planting will be comparatively easy, according to the United States department of agriculture specialists. First, any remains of last year's crops should be either burned or hauled away. They have a slight value as manure, but often are carriers or disease, and it is best to destroy them. The next step will be to give the land a thorough coating of manure if it can be procured. It is then ready for plowing or spading. In case the land was not planted last year, but is new land, the first step will be to remove any weeds or trash that would interfere with plowing -or spading. Sometimes the land is covered with stones or broken bricks, and these must necessarily either be hauled off or piled to one side or one end of the plot. The third type of land that will be encountered is that which has been in sod for a number of years. Early and thorough plowing or spading is about the only method of getting this type of land into condition. Sod land is filled with the green roots of grass, and unless these roots are thoroughly broken and started to decay, garden crops will not do well. For this reason fall plowing is advisable, and if an application of manure can be made,
it will assist very materially in the decomposition of the roots. After this decay is partly, accomplished another stirring or turning of the soil will aid materially. In cold sections, freezing and thawing play an important part in the preparation . When a group of gardens are being located on sod land, it is a good plan to tear up the sod with a disk harrow before plowing. Then, in the spring preparation of the land, the disk may again be used to advantage. Splendid gardens have been cmwn

Prentis, chief of the local immigration service, said Tuesday he had no information concerning recommendation of Toronto health authorities that the smallpox quarantine imposed along the Michigan border against Ontario, be lifted. The quarantine is still being rigidly enforced.

Chicago Leads in Total Building for Two Months (By Associated Press) NEW YORK, March 17. Building contracts awarded north ot the Ohio and east of the Missouri rivers for the first two months of 1920 outstripped any similar period on record by a vast margin, according to statistics of the F. W. Dodge company made public here. The total for the two months was $452,511,000. It was only $145,834,000 for the same period In 1919 and $298,770,000 in 1918. Industrial buildings contracted for during January and February were valued at $162,352,800 and led all other classes in every district except
