over the matter of remuneration, though the dif
ficulties are not quite of the same character. Heretofore, for example, it has been the custom to pay the ambassador to this country a salary of 10,000, this amount to cover expenses of enter- ; tainment, which usually mean a good deal in diplomatic life. This was a liberal enough sum in the days of a lower cost of living and when income taxes were not heavy. British income taxes lare now high and the complaint is that they eat up a salary. Also the cost of living affects official salaries like any others. A solution for the tax difficulty has Hpoti
found in the case of Sir Auckland Geddes, lately appointed to the Washington post, ly reducing the salary to 2,500 and giving him an allowance of 17,500 for other expenses, only the salary being subject to tax. A total of 20,000 $100,000 should serve the purpose, especially as the British embassy at Washington has its own residence and official quarters. Our own diplomats are not so fortunitely situated. In the past, $17,500 has been the limit of their salaries and out of that sum they were obliged to pay house rent and expenses of entertaining. In the best of times this was not enough, with the result that only men of wealth, not by any means always the ablest or most desirable men for the places, could afford to accept the appointments. Our representatives must now also pay income tax, which will still further limit them. Almost of necessity congress will have to increase that income, even if economy of expenditures is to be the watchword. At this tirie of all others we need able, sagacious, tactful men in our foreign service and it should be made possible that the best men could be chosen without regard to their private incomes. Whether the provision made for them be a moderate salary and a large allowance, or a larger salary, (the total should" be enough to enable the representative to be free from financial anxiety and to live in a manner that will not discredit his country.
