DEMOCRAT SENATORS ANGRY BECAUSE OF PRESIDENT'S LETTER
WASHINGTON March 10. Many Democratic senators agree wHh William 'Jennings Bryan tbat to make Article 10 a campaign issue "would be suicidal.", but . President Wilson's latest uncompromising letter has so disturbed the, treaty situation in the Senate that ratiflcaion now seems impossible and' escape from a treaty issue ln,"Jie campaign appears unlikely. .rTbey fear a split in the Democratic party f.hould President Wilson forcAhe. party, -to take a position against safeguarding reservations. It was regarded as significant that Senator Owen of Oklahoma, a candidate for the Democratic presidential nomination, declared in the Senate this afternoon that he is unwilling longer to "follow any leader who is leading to the treaty's defeat or delay." Copies of the speech were issued later from the Owen presidential headquarters. As a part of his remarks in the Senate, Mr. Owen inserted a statement from William Jennings Bryan that "ratification without reservations Is no longer within the range of possibility" and expressing his confidence "that the Democratic senators will refuse to assume . responsibility for making Article 10 a campaign issue." Mr. Owen said that he is willing to vote for a ratifying resolution with Interpretative reservations, with Hitchcock reservations or with Lodge reservations. He added that the differences are not sufficiently Important "to Justify delay in declaring peace." He declared that the country is "incensed with all those who delay ratification." This was regarded as a fling at the stubborn president as well as at" those Democratic senators who hesitate to accept reservations because they foar the presidential wrath. Democrats Wrathy. Democratic senators who come up for re-election thi3 year were wrathy today because the president apparently is deliberately forcing delay and defeat of the treaty with the idea of making it a campaign issue, yet they fear to vote for compromising reservations lest the president embarrass them by pocketing the treaty. Except for the president's letter as many as 30 Democratic senators would have accepted the new Simmons-Watson reservation to Article 10 end early ratification would have been assured with ns many as 34 Republicans supporting it. Senator Simmons is still optimistic enough to believe that as many as 28 Democrats will support the compromise reservation despite the president's uncompromising attitude. However, this number would be short of the number required for ratification. Senator Watson believed yesterday that a solution to the treaty controverts had been found at last in the Simmons-Watson reservation, but to
day he believes that the president's letter has caused too many Democrats to back out to make ratification possible. He now sees no chance to obtain ratification.

Members of the Rumanian delegation deny reports emanating from Reval yesterday to the effect that 150,000 Bolshevikl had crossed the Dniester river and would soon enter Bassarabia.
