It was argued at that time that the place of the chief executive ot the United States should be the White House. Developments since that innovation have inten
sified the feeling in the country that the president should not leave this country but should always be prepared, to deal promptly with domestic problems. "The executive must never lapse," says the Chicago Tribune. "That is an essential of public safety. Congress should consider its immediate and most imperative duty to provide that
