THE RICHMOND PALLADIUM AND SUN-TELEGRAM. FRIDAY, JAN. SO, 1920.
EVERY VOTER IN : STATE TO REGISTER, LAWYERS BELIEVE That every voter in Indiana will be reauired to register in order to vote
at the election next November regardC less of whether the voter has registered for any previous election or wheth-
er he has since changed his residence,
4s the opinion of Charles O. Roemler Snd William H. Thompson, of Indian' lepolis, who were recently asked by Edmund M. Wasmuth, chairman of ithe Republican state committee, to
ive their interpretation of the regis
tration law. The attorneys say that the 1919 gen
teral assembly passed an act providing lfor the registration of voters. A sep-
Srate act specifically repealed the regitratlon law nassed In 1917, which
, Iliad repealed the laws passed in. 1915
sand 1911. 1919 Act Only One In Force.
' Thus the 1919 act is the only one
now in force. It makes it unlawful for any one to vote at the general election
-unless he has registered. -- In response to the Inquiry concern lng when and how voters must regis'
ter to be entitled to vote at the NoTember election, the attorneys detail the various steps required by the law. The law requires the registration "board to hold in each precinct two . regular session this year, the first on
fthe 69th day before the regular elec
tion xn November ana me second we
: '29th day before the election. Every person having the quallfica
'tions required of a voter may register. Any woman voter whose name has
- been changed by marriage, divorce or i court decree subsequent to the registration and prior to the election must .file with the election board on the '.date of the election a certified copy ..-jof the court decree or certificate of (marriage. Those Unable to Appear. A person who is unable to appear before the registration board In person may sign and swear to an application, or have it certified to by two voters living in the applicant's pre- - cinct, and the application may then be delivered to the registration board, either by messenger or mail. The attorneys were asked when precinct boundaries may be established, altered or changed. They say that the law specifies that every order of the board of county commissioners for such changes must be made not later than ten days after the March session. - In counties where there is a use of voting machines where machines were not used at the time of the passage of the act, there may be changes in precincts before the first , Monday In June, but only by combin- ' lng two or more precincts into one.
