The drastic regulation goes into effect with constitutional prohibition Jan. 16. Violation of it carries the came penalties as for the manufacture or sale of stronger liquors. Officials in discussing the ruling, asserted that such a step could not be was it enforceable under the prohibition laws of most of the states. Hitherto the bureau of Internal revenue has held fast to the policy of assessing taxes against fermented liquors containing more than one-half of one' per rent alcohol and fruit Juices because or the technical language of the law. It was said.Fermentation No Excuse. Strict enforcement of the regulation will hold liable dealers in fruit Juices and ciders In which the alcohol content Increases even while In storage. The department does not Intend, however, to guage all beverages thus produced, officials said, but a "watchful eye"! would be kept on those manufacturers and dealers. It la difficult to estimate the value of a systematic course of reading in the greater literature of the world. It widens one's horizon, deepens one's current of thought, quickens one's interests, and makes all life richer and fuller; not only the life of the individual, but of the Nation as well. That individuals and Nation alike may be thus enriched, the United States Bureau of Education is issuing, through its Home Education Division, several carefully planned courses in rea'ding. . To each person who submits satisf t evidence of having read all the books on this list within three years from the time of joining the circle, a certificate will be awarded bearing the seal of the United States Bureau of Education and signed by the Commissioner' of Education. All young men and women who wish to lay a good foundation for a knowledge of the best literature are Invited to join this circle,1 Charles Alphonso Smith, . professor of English in the University of Virginia; Charles Forster Smith, professor of Greek in the University of Wisconsin, Richard Burton, professor of English literature in the University of Minnesota; and William Lyon Phelps, professor of English literature in Yale University, have assisted the - Bureau of Education In directing this course of reading. She Married an BY ZOE Athena and I were talking today about Mrs. Stockwell, who forgave her husband's unfaithfulness, befriended the girl he wronged and adopted their baby into ber own heart and borne. I never heard of such a wonderful woman 'in my life!" I exclaimed, for I had been thinking over that news paper story for days "The wonderful" part of it Is the publicity," said she in her most matter-of-fact tones, "It's been done time and time again. Only the wife who does the adopting usually keeps silent about it" "Well, that's the point!" I argued. "That's why I admire her so Such things are usually covered up and treated like skeletons in closets. Her bravery is in dragging the thing out into the daylight and acknowledging to the whole world that she is a sinned-against wife. No woman likes to have it known her husband is untrue to her." "Oh, pshaw, times have changed, my dear. People talk quite as frankly as they dress! Besides, in this caBe the wife Is childless, and every nor mal woman longs for a child. If you can't have one of your own, it's better to adopt one that is half your husband's than one that Is a total stranger "That's a unique way of looking at it," said I. "I think most women would rather adopt a baby that did not remind them of their husband's disloyalty every time they looked at if . "Disloyalty fiddlesticks! There is no use trying to make gods of men. Sensible wives know they can not make their husbands worship their bodies forever. Each one tries to think she is the exception to the rule. But few of us actualy believe it. This case is exceptional only in two points that there is a baby, and that the husband told his wife the truth. If men were brave enough to confess such things women would usually be big enough to forgive them." "Then you think the credit should go to the husband who committed the wrong?" "Well I don't say exactly that. But I wouldn't mind seeing the husband's side given a little consideration. Everybody praises the nobility of the wife. Nobody says a word for the courage of the husband and husbands can get away with such things HOW TO BE RID OF DANGEROUS DANDRUFF If you have dandruff you must get rid of It quick it's positively dangerous and will surely ruin your hair if you dont Dandruffy heads mean faded, brittle, scraggly hair that finally dies new hair will not grow then you are hairless and nothing can help you. Average Man BECKLEY so easily!" snapped Athena. ' "But the husband is In the wrong." Athena shrugged her shoulders. "Perhaps," she said. "What do you mean, perhaps? What of his vows? What of the lawT What of the wrong to the girl, and to society?" I pursued. "It's hard to say what is wrong, my dear," drawled my 'friend. "It's largely a matter of geography and temperament. It Isn't considered wrong for a Turk to divide his marital favors. And it Is quite common in some royal families for reasons of state and otherwise. As for the law, laws prove nothing. "The law says It's wrong for a man to steal a box of crackers to feed his starving child, but the law doesn't say it's wrong to employ that child in a factory until its life is ruined. There is law for the rich and law for the poor; laws for men and laws for women; law that is purely technical and law that is based on morals and humanity that's the law I respect, "As for the wrong . to the girl," Atnena continued, "that depends on the point of view. If Bhe Is allowed to believe she is disgraced forever, it is a wrong to her. But If she Is taught that motherhood Is a marvelously de veloping and glorifying experience and that she can make amends to society lor ner weakness and ignorance bv devotion to her ehild and development of herself, I don't see any great wrong at all. I'm strong for this Mrs. Stockwell, Ann, but I believe she is getting more real happiness out of the situa tion than any ether of the parties eon cerned. (To be continued.)
