"WASHINGTON, Jan. 12. Because the United States did not join the entente powers and Japan in the conclusion of peace yesteday in Paris, the teat of the league of nations may go to Brussels, Belgium, instead of Geneva, Switzerland, as provided in the league covenant. President Wilson was responsible for the selection of Geneva, in the first place, the French and British premiers yielding to his suggestion, though personally they preferred Brussels because it was far more conviently situated with regard ' to Paris and London.

Good Crowd Attends First Art Exhibit

Need for Christians Is Theme of S S. Meeting The need for men consecrated for Christian service, was pointed out by E. T. Albertson in an address at a men's mass meeting in the Grace Methodist church at 3 p. m. Sunday. He urged that many men take the course in Sunday school teaching to be inaugurated by the church federation. A good crowd was present but those interested hope for larger atlendances at other meetings. Samuel . B. Garton, head of the music department of Earlham. sang a special solo, Ralph Sloane, supervisor of music in Richmond schools, had charge of the orchestra.

Among the pictures which attracted much attention Sunday afternoon at the exhibit by Indiana artists in the public art gallery, was "The Knitter" by Maude Kauffman Eggemeyer. The painting is that of Mrs. Mary Frame Selby, one of the most faithful Red Cross workers at the local rooms, and because of the local color,

attracted much attention. The painting shows the red star service pin, worn by Mrs. Selby as a reward for her work. Howard Hitz gave several vocal selections and Prof. F. K. Hicks rendered a number of violin selections. There was an unusually good attendance at the opening exhibit. The pictures are now open to the public at the gallery in high school. Notices are being sent out by the Richmond Y. M. C. A. for the annual meeting next Tuesday evening. This will be the largest annual meeting ever held by the association, as both the senior and intermediate classes will be admitted. The 16 charter members of the "Y" will be guests of honor. Dedication of the enlarged photographs of the late George H. Knollenberg, Benjamin Johnhon and Timothy Nicholson will be a feature of this meeting. The whole purpose of the meeting of the Hi-Y club in the Y. M. C. A . Tuesday evening, is to define clearly in the minds of the members the rea' purpose and airns of the organization, according to C. retary. The Hi-Y club is not a purely social club, but an organization that will live up to the definition of the Hi-Y club written into the constitution at its founding. Tuesday's meeting will be an open forum but special program and talker nave been obtained for the meeting on Jan. 20. To discuss probable nominees for the vacant places on the board of directors and trustees of the Richmond Y. M. C. A., the nominating committee, composed of Dr. Charles Bond, , K. II. Scott and H. C. Hasemeier, held a luncheon meeting in the "Y" at noon Monday.

County Superintendent of Highways W. O. Jones spent $77,423.59 during the year 1919 in keeping the roads of Wayne among the best in the state, according to bis annual report made

public Monday. This is approximately ) 0

19,000 more than he expended In 1918, when 568,292.(54 was used. With the increased cost of labor; and material the county feels very fortunate in having roads in such excellent shape. An increase of $1 per day for all team labor and 50c a day for single labor had to be paid by the county last year. With all expenditures made County Superintendent Jones had $16,733.65 left in his fund Jan. 1, 1920. For the 429 miles of road making last year, at $180 per mile, approximately 30,000 yards of material was used. The increased cost of essentials was the reason for the advanced price of road making per mile this year. In 1918 it cost $158 per mile. The itemized account of the money expended follows: Tools and machinery, $7,972; supplies, $2,991.32; team labor, $42,606.65; single labor, $8,557.30; gravel, $9,240.70; freight. $121.06; coal, $621.14; cement and lumber, $363.84; tarvia, for resurfacing, $2,481.66; sewers, $122.92; piling. $775, and superintendent's salary, $1,550.

SECOND INDUSTRIAL CONFERENCE REOPENS

President Wilson's second industrial conference reassembled : today after, a several weeks recess prepared to consider the mass of suggestions and proposals for stabilization of the nation's industrial situation. These accumulated during the holiday adjournment and came in response. to a request to the public for constructive criticism of the conference's tentative plan made public Dec. 29. The plan for settling industrial disputes favored by the conference proposed a national consiliation tribunal at Washington and regional boards of inquiry and adjustment. Some of its suggestions havo been adversely criticized by officials of the

American Federation of Labor and representatives of other union labor organizations.

Coffroth said he was "riot greatly concerned" over the announcement last night of gubernatorial opposition. "I have been up against the same thing practically every time I have promoted a prize ring match in the last 15 or 20 years." he said. "As for the fight being promoted in California, that is wrong. The work of promotion has gone on in almost all other parts of the world, but little of it has been done in California." Goyernor Stephens said that he would be obliged, if necessary, to request the federal government through control of the international border to prveent the contest being held.

Shoe Retailers of Nation Hold Convention at Boston

SENTENCE IS SUSPENDED Finley Hicks, colored, was fined $25 and sentenced to six months in jail for nonsupport by Judge Bond in circuit court Monday. Sentence was suspended on condition that Hicks pay $6 a week for the support of his family.

tailers' Association. Additional retailers expected before the final session on Thursday will make the convention one of the largest ever held in this city, and the greatest single purchasing body ever assembled at one time, it is said. Many delegates yesterday and today were forced to find hotel accomodations in nearby cities. Visits to such manufacturing centers as Brockton. Lynn and Haverhill, several exhibitions of model shoe manufacturing plants; sample shoes on nearly two hundred live models, and motion pictures of the industry gave the retailers first hand information concerning their merchandise.
