authorities here believe that If France 4 England carry out the threat to Invade Germany because of that nation' refusal to sign the peace treaty protocol, a new - condition will be brought about which -will necessitate the writing of a new treaty between ; Germany and the allied and associated powers. - The United States, according to the best sources of Information here tonight, will take no part In a further military Invasion of Germany unless specifically ordered to do so by the president. The general staff holds that MajorQeneral Henry T. Allen, now In command of 20,000 American troops in the Ooblenz sector, is under the Jurisdiction of Marshal Foch only "sentimentally,' and that all orders to General Allen go to him direct from the United States government and not through French general headquarters. It is the understanding here that Assistant Secretary of State Frank Polk, chairman of the American peace delegation in Paris, was Instructed to remain in the - French Capital until Dec. '10, on which date the time limit for the signing of the protocol will expire, to provide against

FAMOUS FRENCH ARTIST DEAD M. Alfred Philippe Roll, one of the most widely .known French painters of the modern school, and president of the Societe Natlonale des Beaux-Arts, died in Paris recently. M. Roll, who was born In Parts in 1847, first exhibited at the Salon In 1870, and his works continued to be shown there until the last few years. His "Oreve des Mlneurs," now La the Valenciennes museum, which he painted in 1880, placed him In the front rank of French painters. RolTs works, the majority of which are open air studies, are to be found in a number of museums in France, as well as at Geneva and Luxemburg.

Men in the reserve force who have been released from active duty can get a button from the commandant of the noval district where their records are kept.

He said Monday that a service committee staff for educational work in Mexico would probably be appointed early in January, following the annual meeting of the executive committee.
