CHICAGO PLAN TO BUILD HOUSES IS MODEL FOR CITY

Wilson, the noted Chicago packers, have recently Invested thousands of dollars In a no-profit organisation, designed to furnish real homes for wage earners and men of slender Incomes, at cost and on the easiest possible terms, makes a ttory worth the telling. We cite these gentlemen more particularly, because they are in the spot .flight, and because some have accused Vthem of most of the crimes in the
callendar, leading to the piling up of predatory millions. It seems, however, that there are big men in the packing industry, who are no more encumbered with hoofs and horns than the balance of us, broadgauged, liberal, kindly men, whom it Is pleasure to know. The fact that Mr. Armour heads the
directory assures the co-operation of
purpose. The Chicagoan Is not giving his money, isn't pauperizing anyone by offering charity in the shape of a home at less than cost. They plan to get the good citizen now forced into the slums, out of them; also to Americanize the foreign- workman and to make him feel his responsibility as a
home owner. The great welfare organizations will co-operate in this; but this Is in no sense a part of our problem we have no slums. Seven Model Homes. Seven types of model homes are being built in Chicago, each standardized of course. Others may be added, giving greater choice and variety. At a certain stage of the program realtv bonds will be offered the public and the proceeds be applied to continuous building. A moderate mortgage will be placed on the homes, and theso mortgages, collectively, will be used as a basis for bond Issues, as needed. The plan is not involved, being simplicity itself, but we lack space to go into detajl. It Is a part of the contract, however, that the association has first option on the home in case the buyer wishes to change location, or to remove from Chicago, and is privileged to repay the Investment and to resell the property.

A Bit of Wizardry. Wo regret to have to state that what Chicago has done, or will do as a metropolis, cannot be done in Richmond. But how they do It is nevertheless interesting, as witness the following excerpt from the letter of Mr. James F. It is worth noting, however, that those most in need' of a better home and environment are on the preferred list, and will be cared for first. This is plain common sense, in view of the aims and ends of this great altruistic association, which, after building the 10.000 homes so badly needed, will consider the winding up or extension of their program, as occasion may indicate the need.
